Summary of position:
The Common Services Officer, under the direction of the Management Counsellor, ensures the implementation of program objectives and functionally supervises the Embassy’s administrative functions, including finance, human resources, and property. The incumbent directly plans and administers the Embassy’s budget, contracting and projects, as well as conducts research and analysis to advise Management on labour relations and various policy matters.


Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Bachelor’s degree or higher from a recognized university
Language:
• Fluent English (oral, written, comprehension)
• Fluent Kazakh (oral, written, comprehension)
• Fluent Russian (oral, written, comprehension)
Experience:
• Significant experience in at least two of the following – managing information, finance, human resources, procurement, contracting – either separately or combined.
• Experience supervising at least one employee in an operational environment.
Significant is defined as a main component of the job role, with a duration of at least 12 months, at a senior administrative or managerial level.
Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• Fluency in French (oral and written)
• Knowledge of legal and regulatory practices related to human resources and labour relations
• Experience working in a diplomatic mission or multi-national organization


Organizational Needs:


Operational Requirements:
• Working hours 37.5 hours per week, 5 days a week
• Occasional overtime outside of working hours may be required
• Occasional travel (domestic and international) may be required

• The successful candidate must disclose to the Embassy if they hold Canadian citizenship before being employed at the Embassy or if they obtain Canadian citizenship at any time during their employment with the Embassy.
