Context:

Under the overall supervision of the Chief of Mission (CoM), the functional supervision of the Senior Regional Resources Management Officer (SRRMO) and in close collaboration with the Divisions of the Department of Resources Management (DRM), and the Administrative Centres (MAC and PAC), the successful candidate will be responsible and accountable for coordinating the budgetary, financial, human resources and administrative functions of the IOM Country Office (CO) and its Sub-Offices in Tunisia.

Core Functions / Responsibilities:

  1. In coordination with the CoM and SRRMO, monitor compliance with general instructions of IOM and relevant permanent instructions for the CO, and bring issues of non-compliance to the attention of the supervisor. Apply appropriate internal controls to safeguard the Organization’s assets and prevent fraud.

  2. Monitor and oversee financial management of all activities of the CO including the oversight of financial expenditures and accountability and the undertaking of financial analysis.

  3. Provide required data and information to the CoM and Programme/Project Managers for the preparation of the annual budget(s) for the CO. Assist in the budget control process and analyse variances between budgeted and actual expenditures. Assist in the preparation of budgets for new programmes and the revision of budgets for existing programmes, as required.

  4. Monitor and oversee the implementation of procurement, logistics, facilities maintenance, asset administration, and transport support within established internal control mechanisms. Maintain a tracking system of commodities, supplies, and equipment and project assets in the CO.

  5. Evaluate, monitor and update the database of vendor/contractor accreditation and evaluation status to ensure a pool of reliable vendors and contractors.

  6. Review and monitor the Human Resources Management function in the CO in accordance with the Organization’s policies, procedures and practices and considering project activities in the region, including supervising the preparation of the monthly payroll for national and sub-contracted IOM staff and ensure its accuracy and timeliness.

  7. Review existing systems and procedures and, as necessary, recommend possible improvements to strengthen internal monitoring, evaluation, and control systems and improve efficiency and effectiveness.

  8. Make recommendations on procedural improvements in the relevant areas of HR, administration, finance and logistics.

  9. Review and assess the CO’s staff training and development needs and suggest possible improvement areas in collaboration with the SRRMO, Human Resources Management (HRM) Division/Staff Development Learning (SDL). Facilitate the maintenance and upkeep of the CO HR training database.

  10. Supervise resources management staff and assure trainings, financial, and human resources policies and procedures. Assure pertinent trainings on IOM’s HR, administration and finance, on PRISM HR systems, and any other relevant system.

  11. In collaboration with the Chief of Mission, coordinate the preparation of donor financial reports in accordance with IOM regulations and established procedures and in line with donor agreements.

  12. Participate in negotiating agreements and amendments, including contractual terms that IOM has with contracting agencies and partners with guidance and instructions from the CoM, SRRMO, Manila Administrative Centre (MAC), Panama Administrative Center (PAC) and HQ.

  13. Provide requisite documentation regarding the correct allocation of programme funds, and for verifications and audits, to the CoM and project managers.

  14. Prepare, implement and verify all required Standard Operating Procedures (SoPs) to ensure proper functioning of the RMU, in the main office and sub offices as well as their compliance with the organization’s policies and procedures.

  15. Maintain and develop a clear knowledge management and filing system for all IOM Tunisia related documentation in hard copy and support and contribute to the implementation of e-filing.

  16. Participate in relevant inter-agency meetings as required.

  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience;

• Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Experience in financial management, accounting, budgeting and purchasing;

• Experience in the field of resources management, IOM project financial planning and budget revision management;

• Experience preparing reports, budgets, statistics and coordinate administrative activities;

• Experience in liaising with governmental and diplomatic authorities as well as with international institutions; and,

• Audit experience highly regarded.

Skills

• Knowledge of IOM accounting systems, software and procedures a distinct advantage;

• Knowledge of Internal Public-Sector Accounting Standards (IPSAS) and SAP highly desirable;

• Knowledge of IOM accounting systems, software and procedures a distinct advantage;

• Knowledge of IOM’s regulations, policies and procedures preferred;

• Good knowledge of human resources management; and,

• Familiarity with financial oversight and public administration;

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic and French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
