Main purpose of job
This is a dynamic role for an exceptional individual to join the Strategy Team in The Department for International Trade (DIT) China. Working closely with colleagues and stakeholders you will lead on key analytical function in supporting the DIT China region (China & Hong Kong) achieve its objectives as articulated in the Regional Trade Plan, of which the over-arching ambitions are:
Objective 1 – Driving and inspiring UK exports to China, significantly increasing the UK market share of China’s goods imports, and more than double the value of UK services exports.
Objective 2 – Strengthened trade policy engagement with China to achieve incremental market access, mitigate business risk and prepare for future trade deals
Objective 3 – Broadening and deepening the UK-China investment partnership, positioning the UK as the top European destination for Chinese investment and providing strong support for UK investors.
Context
The Department for International Trade (DIT) operates in 108 countries. Establishing new relationships around the globe, DIT promotes British trade to ensure the UK takes advantage of the huge opportunities open to us, securing and improving economic well-being, stability, and helping to create tens of thousands of jobs.
DIT has one of the largest representations of the 18 government departments working in China, which are coordinated and led by Her Majesty’s Ambassador who is responsible for the UK’s relationship with China.
Her Majesty’s Trade Commissioner (HMTC) is responsible for Trade and Investment work in China, one of nine global regions and the largest DIT overseas network in the world. With c.190 staff across six posts – Beijing, Hong Kong, Shanghai, Guangzhou, Chongqing and Wuhan – DIT, as part of the UK government network in China offers a fast-paced place to work at the heart of UK-China Government relations.

Reporting to the Head of Strategy and working across teams you will act as a specialist for using data and analysis to driver better business outcomes within DIT. You will have a strong background in business and data analytics, developing and implementing business relevant data insights, data acquisition and other strategies that optimise statistical efficiency and quality. You will also lead on business relationships, overseeing China’s key account management structure and delivery along with related tasks.
This is a management position with considerable responsibilities. These include developing and maintaining stakeholder relationships with external data providers and HMG teams, producing data-driven analysis and thought leadership reports for marketing and comms, as well as providing intelligence reports on internal performance. The successful candidate should be a highly self-motivated individual capable of working independently but also able to thrive in a matrix organisation.
The role will perform a crucial function from within the Strategy Team in guiding DIT leadership towards a digital/data focused future of growth. With a team of 1-2 reporting to you, you will ensure that all data sources are properly managed and correctly analysed, before sharing business intelligence in the form of dashboards and reports with HMTC China and the senior leadership team. This analysis will form the backbone of DIT China strategy and requires attention to detail as well as a keen analytical mind.
You will need to work seamlessly with other data teams across the China network, such as the FCO economics team and DIT Trade Policy Unit. You will also need to establish strong ties with London teams and work continually on the improvement of the data infrastructure of the China network.
Routine data-driven analysis pieces should be produced for marketing and communication purposes, and be used to establish HMTC and DIT China as thought leaders on UK-China trade and investment. Due to the key nature of data analytics in future DIT China strategy, you will also provide ad-hoc assistance to HMTC and other strategy team work when required.
Key Results to be Achieved:
Business/Data Analytics & Strategy
- Work within the Strategy Team to develop and implement a new Data and Business Analytics strategy for the DIT China network.
- Work with the trade policy unit and DIT sector teams to adapt external macroeconomic data for DIT purposes.
- Build and maintain new ways to use data to drive better business outcomes
- Establish relationships with data and analysis teams in both London and the China network.
- Provide services for sector teams to obtain sector analysis that informs sector strategies
- Offer analysis on partnership delivery and metrics for performance measurement
- Provide the foundation of performance analysis and research to inform DIT’s annual refresh of the regional trade plan.
- Work closely with the marketing team to use data and analysis to enhance campaign performance.
- Provide an integral link between data hub/databases and trade and investment promotional activities.
Business Relations
- In support of the HMTC you will be asked to undertake a variety of ad-hoc tasks which draw on your strong knowledge and understanding of our key accounts and projects
- Responsible for the maintenance and development of DIT China’s Key Account Management programme
- You will develop systems for training and upskilling for key account managers
- Drawing on resources from across the network you will ensure DIT China account managers are well equipped to provide their companies with up-date information and services
- You will contribute to investment support work, including analytical report services for investors
- Liaise with HMG investment delivery partners to disseminate investment pipeline activity, putting forward recommendations for investment focus
- Handle investment enquiries and commissions coming from London HQ.
Lead on CRM usage, data storage and IT solutions
- Lead on improving network usage of our CRM system, which will include targets around data entry
- Take responsibility for upskilling the network, which will include presenting and running webinars
- You will lead on DIT’s transition to digital for internal working. This will include data sharing and storage.
Wider Objectives
- You will also work on Strategy team’s wider objectives which include partnerships, business messaging, internal comms and other commissions coming from London
- Amplify messaging by positioning DIT as an expert on UK-China trade/investment
- Produce shorter, data-driven comms pieces for marketing
- Work with chambers to produce white papers and business reports.
Line Management Responsibility: 1x Senior Investment Officer (B3L)
- Proven working managerial experience as a Data Analyst or Business Data Analyst or experience within a business consultancy firm
- Technical expertise regarding data models, database design development, data analysis and segmentation techniques
- Strong knowledge of and experience with CRM systems
- Knowledge of statistics and experience using statistical packages such as Microsoft Excel and other CRM systems
- Strong analytical skills with the ability to collect, organize, analyse, and disseminate significant amounts of information with attention to detail and accuracy
- Adept at queries, report writing and presenting findings.
- Over 5-years experience working in business.
- Language: Excellent/High Proficient English and Mandarin.
- Experience in handling data analysis contracts with third parties
- Previous experience working in a consultancy firm or complex large organisations
- Experience of working with or within UK HMG and an established network
- Understanding of how government works
- Degree in Mathematics, Economics, Computer Science, Information Management or Statistics

We offer a competitive package, which includes basic salary and insurance plan etc. The gross starting salary for this position before all deductions is CNY 28,769/month for Chinese Nationals and an abated monthly salary of CNY 37,488/month for British Nationals and spouses/partners of all nationalities of diplomats who are ‘W’ (diplomatic) visa holders and meet passport criteria.
We also offer excellent development opportunities and a 22-day annual leave entitlement in pro rata.
