- Background and rationale
The world is witnessing consequential human suffering and acute disruption of social and economic development caused by disasters. Synergetic efforts have been made to both respond and mitigate against negative socio-economic impacts of disasters on lives of persons with disabilities. We have learned from experience that not everyone faces the same risk from disasters. Women, men and children with disabilities and other at-risk groups are often forgotten in Disaster Risk Reduction (DRR) and left behind when disaster occurs. They are excluded from disaster preparedness measures, are invisible when it comes to community and risk mapping or evacuation planning, find it harder to access shelters and safe spaces due to environmental and attitudinal barriers or protection risks, and receive inadequate or inappropriate relief and support. Overall, disasters not only cause tremendous loss of people and their assets, but also reverse development gains and hinder progress. CBM strives to reduce the impacts of disasters on affected communities by mitigating and reducing the risks through number of interventions across Africa, Asia and Americas.
In line with its Disability Inclusive Disaster Risk Reduction (DIDRR) Framework, CBM aims to document good practices generated through existing DIDRR interventions in 5 countries to facilitate learning among disability inclusion and DRR stakeholders. - Purpose/ overall objective
To inform our future DIDRR interventions, CBM is looking for a seasoned international consultant to document publishable synthesis on DIDRR showcasing new and promising approaches and good practices, which are geographically balanced and comprehensively covering all aspects of disability inclusive DRR. The primary objective of the documentation is to capture and disseminate DIDRR good practices to stakeholders for multiplying knowledge and learning. - Specific objectives
To learn from organizational experience of managing DIDRR interventions in 5 countries.
To document good practices on how disability inclusion in DRR leads to empowerment of communities having persons with disabilities.
Document five case studies on DIDRR good practices from 5 countries keeping in view geographic and conceptual balance.
CBM Disability Inclusive Disaster Risk Reduction
To facilitate a webinar presenting documented DIDRR good practices for validation by CBM and partners. - Deliverables and methodology
Methodology will be co-developed and agreed by finalized consultant and CBM, which may include Comprehensive synthesis of relevant documentation through desk review as well as capturing existing experiences.
The consultant is expected to document DIDRR good practices report in English, keeping in view there could be few practices made available in French by country offices and partners in line with Deliverables:
Inception plan for entire workflow of the assignment including template to be used for documentation of DIDRR good practices as well as layout of final report for review and approval of CBM team
Draft 5 case studies on how DIDRR stand-alone or deliverable based interventions have led to DIDRR good practices including high-quality publishable pictures based on consultation with CBM team of pre-identified 5 countries.
Improvise draft DIDRR good practices report in English based on inputs by CBM team.
Conduct webinar for validation of report with CBM and its partners. - Time frame and duration
This assignment is expected to be carried out in 20 days, divided over 3 months (November 2020 until January 2021). - Place /location of service delivered
Remote. - Who accesses deliverables of the consultancy and who benefits from the results?
The outcome of this consultancy assignment will be sole ownership of CBM. - Required Expert Profile:
Qualification:
x Advanced university degree in disaster risk management, DRR, humanitarian response, development or related fields. - Experience: 8 years of proven work-experience as well as technical knowledge in designing and conducting the desired documentation. Experience of documenting best/good practices and case studies on humanitarian and/or DRR interventions including pictographic.Excellent (oral and written) communication skills in English with expertise to write high quality, clearly articulated concise reports for international audiences.
Reading skills in French - Experience with documenting publishable interventions around disability inclusion, resilience building in DRR and development programming in communities is desirable.
Required skills:
Familiarity with disability inclusion in disasters is advantageous.
Excellent analytical, writing, documentation skills
Ability to synthesize information from multiple sources and draw conclusion based on analysis.
Ability to work remotely with minimum supervision.
