Job Profile

Counterpart International is currently seeking an experienced Finance & Administration Director for the anticipated five-year USAID-funded Partnership for Development in the Eastern Congo (P-DEC) in the Democratic Republic of the Congo (DRC). The goal of P-DEC is to strengthen the foundations for durable peace in Ituri and North Kivu provinces. P-DEC will adopt cross-sectoral stabilization approaches to address drivers of conflict that gave rise to and continue to fuel the activities of armed groups and community militias. Primary Responsibilities

The Finance and Administration Director will be responsible for maintaining Counterpart’s financial integrity, preparing all financial reports efficiently and in accordance with generally accepted accounting principles (GAAP), local government regulations, Counterpart International policies and procedures, and donor (USAID) requirements throughout the life of the program. The Finance and Administration Director will be responsible for driving the best practices in financial, human resources and administrative management within the project.

Specific responsibilities include but are not limited to:

· Establishing and overseeing financial management systems, procedures and controls.

· Reviewing Counterpart Field Finance Operations Manual, Procurement Manual, Grants Manual, Accounting QuickBooks Manual and other relevant documents.

· Providing regular training to financial and administrative staff on tools, policies and procedures.

· Working with HQ to develop the Field Human resources Manual and update it as necessary.

· Ensuring that recruiting processes are consistent and streamlined, and establishing filing system to hold all records relating thereto (maintaining electronic and hard copy files).

· Overseeing development of key Human Resources policies, and ensuring their adherence to the local labor laws.

· Overseeing the procurement processes for service provider agreements, contracts, partner sub-awards, and any local sub-grant awards.

· Providing training and technical assistance in financial management to any local sub-grantees.

· Establishing, collecting, examining, and analyzing records, policies, operating practices, documentation, and transactions; preparing and presenting audit reports.

· Recommending opportunities to strengthen the internal control structure and assisting with corrective action planning.

· Coordinating monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations.

· Supervising day-to-day operations of the Finance, Procurement and HR teams.

· Monitoring program burn rate and supporting the development of pipelines, burn trackers, accruals and spending projections.

· Overseeing payroll procedures for national staff, and monitoring employee time keeping.

· Preparing monthly financial reports, ensuring all vouchers are uploaded to records repository and overseeing QB database.

· Overseeing the inventory of the program equipment according to the regulations of Counterpart International and the donor.

· Any other duties as assigned.

Qualifications:

Education

· Master’s degree in Accounting or Finance.

Experience

· A minimum of 10 years of progressive financial and grants management experience in international development projects.

· At least 4 years of experience with financial management of a USG-funded contract or cooperative agreement.

· Demonstrated working knowledge of USG rules and regulations, particularly code of federal regulations 2 CFR 200 and 2 CFR 2900.

· Proven experience of managing the finances of large ($10m+) projects.

· Demonstrated ability to implement a financial system for development projects.

· Strong analytical and computer skills, especially with accounting softwares, spreadsheets and financial analysis.

· Nationals from the DRC are encouraged to apply.

Languages:

· Fluency in French required.

· Excellent oral and written communication skills in English required.
