1. Overview
Plan International is recruiting a Consultant / Institution to support the development of the West & Central Africa (WACA) Regional Strategic Framework based on Country Strategies, the Girl Plan for COVID 19 Response/Recovery, Country Emergency Response Plans (ERPs), and the Regional Transformation Framework. The WACA Regional Strategic Framework must also be fully aligned with Plan International Global Strategy.
The consultation period is expected to take place from November 2020, lasting no more than 30 working days.

This Regional Strategic Framework should define our strategic focus and give our teams a clear vision of what we are working to achieve. In addition, it should articulate the choices we are making as a region to contribute to Plan International’s global ambition: enabling many more girls in the region to Learn, Lead, Decide and Thrive.
3. Objectives and scope
The overall objective of this consultancy is to develop a Regional Strategic Framework that provides a clear roadmap to enable Plan International in West and Central Africa to fulfil its ambitions. The scope of work :
The scope of work for the Consultant will include but not be limited to:
a) Review the Global Strategy to understand Plan International’s purpose and ambition
b) Review Country Strategies, the Girl Plan for COVID 19 Response/Recovery, Country ERPs, the Regional Transformation Business Case
c) Through a consultative process and application of an appropriate tool of analysis, identify focus areas and develop strategic objectives and key result areas for the same;
d) Review the institutional capacity, organizational set-up, financial and administrative systems against Plan International’s purpose and the identified strategic objectives and key result areas; and make recommendations, if any;
e) Propose a Strategic Framework for achieving the strategic objectives and key results;
f) Develop a Results and Resources Framework for the framework period;
g) Hold stakeholder meeting(s) to validate the draft Strategic Framework;
4. Expected Results
The deliverables in French and English are:

A methodological document, with an implementation plan
-
A Regional Action Plan of no more than 15 pages with a synthetic logical framework (format to be provided by Plan International) highlighting the regional vision based on Country Strategies, the Girl Plan for COVID 19 Response/ Recovery, Country ERPs, Global Strategy, including:
- An analysis of the regional situation of Plan International,
-
SMART indicators with baseline data and targets

Financial resources identified to meet Plan International’s ambition in the 16 countries: funds available and gaps to be covered by 2022
- A summary of at least 4 pages and a high-level PowerPoint presentation
4.1 Timeline
The consultation will extend over a period of one month. An indicative timetable must be submitted to Plan International as part of the application; the final timeline will be agreed as part of contract negotiation between Plan International and the consultant.
5. Skills, qualifications and experience
- ### At least a Master’s Degree or MBA in Social Sciences, Humanitarian Aid, international development, statistics, demography, economics or any other relevant field
- ### Have at least 10 years of experience in strategic planning
- ### Have a good knowledge of international development donors and leading sector organisations across West & Central Africa
- ### Ability to demonstrate experience in these areas over at least 5 years
- ### Hold demonstrable experience writing organisational strategies/ bringing together a range of strategy documents into a clear, realistic, and actionable framework
- ### A good written and spoken standard of both English and French
- ### Has experience working with United Nations agencies, International NGO’s, regional and sub-regional institutions, and donors in this area is an asset
- ### Good knowledge in the analysis of quantitative and qualitative research methods
- ### Excellent analytical, synthesis and report writing skills
6. Application
A limited consultation will be made to choose the consultants who propose the most relevant technical and financial offer for carrying out this study. Hence, we advise that the application be organized as follows;

Technical proposal (main content and body not exceeding 5 pages): The technical proposal should reflect the consultant’s understanding of the TORs and how all the tasks in the Scope of Work will be undertaken. The consultants will also provide a detailed methodology and plan of specific activities and timetable for carrying out the assignment.

Financial Budget: The consultant shall propose a realistic cost estimate for this assignment, including a breakdown of the budget and justification of expenses. The budget shall include only those costs that can be directly attributed to the activities proposed. This should be submitted separately from the Technical Proposal.

Personnel and experience: The consultant shall list and briefly describe the experience, qualifications and specific roles of the consultant(s) proposed to work on the assignment. Detailed resumes of the core team of proposed consultants should be provided

7. Evaluation of offers
The minimum selection criteria to be used in the evaluation of Proposals include, but are not limited to, the following:

Understanding of Tender Requirements: 30%

Expertise/skills, have they demonstrated they have the relevant capabilities and experience to manage this project: 20%

Methodology/approach of research: 25%

Financial offer:25%
Plan International may request additional information from Proposers to assist further evaluation of Proposals.
8. Payment
All reasonable expenses related to the consultation will be covered by the Plan International WACA hub with prior agreement. In the current COVID-19 situation, the consultant is not expected to travel for the assignment.
Payment to the consultant(s) will be agreed between the regional hub of Plan International WACA and the consultant; and will be paid in instalments as follows:

1st Instalment – 40% upon the submission of the inception report and implementation Plan.

2nd Instalment – 40% upon submission of draft report in French and English, and data collection tools
-
3rd Instalment – 20% upon submission of final report, PowerPoint, in electronic and hard copies in French and English.
9. Key information
Under the direct supervision of the Director of Influencing, Partnership and Business Development in West and Central Africa of Plan International, in collaboration with the regional WACA working group on business development, the consultation will be carried out in accordance with Plan International’s rules and procedures. All actions will be subject to validation by the regional working group and approval by regional leadership (Regional Director, Directors of Sub-regions, Country Directors).

Consultants must submit their technical and financial offers before November 5, 2020
11. Ethics and Child Protection
Plan International places a high premium on CHILD PROTECTION issues in all its working relationships with its partners and associates, and mandates all its working partners and associates to adhere to its CHILD PROTECTION Policy.
As such, the activity must ensure appropriate, safe, non-discriminatory participation; a process of free and un-coerced consent and withdrawal; confidentiality and anonymity of participants. Consultants are required to provide a statement within their proposal on how they will ensure ethics and child protection in the development process. This must also include consideration of any risks related to the activity and how these will be mitigated.

It is understood and agreed that the Consultants shall, during and after the effective period of the contract, treat as confidential and not divulge, unless authorized in writing by Plan International, any information obtained in the course of the performance of the Contract. Information will be made available for the consultants on a need to know basis. The selected consultant will commit to respect Plan’s Child Protection Policy to prevent any harm from participating children and youth.
Anti – Corruption
The Consultant and partners declare and guarantees that no offer, gift or payment, consideration or benefit of any kind, which constitutes an illegal or corrupt practice, has been or will be made to anyone by the Consultant either directly or indirectly, as an inducement or reward for the award or execution of this agreement.
The Consultant declares and guarantees that neither Consultant, nor partners or associates, temporary nor permanent, would be involved in the implementation of this agreement:
a. Have been convicted of criminal charges prior to the submission of their proposals for this project, by any court of or in any other jurisdiction for an offence involving bribery or corruption.
b) Are under sanction, for an offence involving bribery or corruption, imposed by a government, a governmental organisation or a development organisation providing development assistance
Anti – Terrorism
The Consultant or partners declares and guarantees that the funds provided by Plan International for the service shall not be knowingly be used to benefit terrorist groups or individual members of those groups or for terrorist activities either directly or indirectly
Whistle Blower Policy
Plan International has a Code of Conduct including a Whistle Blower Policy and enjoins its entire staff and associates to “whistle blow” (raise legitimate concerns about violation of the Code of Conduct without fear of recrimination in the course of their engagement with Plan International).
