The ambition of Plan International in the West and Central Africa (WACA) Region is to bring positive and lasting impact in the lives of 20 million girls by 2022, through consistently catalysing girls’ rights movements to achieve gender transformative changes at scale. For Plan WACA to make a meaningful contribution to 100 Million Reasons, it must resource this through effective partnerships and fundraising to deliver impactful programming and influencing. WACA’s ambition is supported by four key areas of change, which reflect the need for focus and promote gender transformational change.

  1. CONTEXT

1.1 Introduction

Plan International is therefore recruiting a Consultant / Institution to carry out a donor, strategic partnership mapping including local fundraising assessment for the region.

1.2 Scope of work

. Based upon, review of Plan International’s global strategy, domains of interventions as well as the strategic priorities of the countries, the consultant will carry out a donor and partner mapping to identify potential opportunities to connect with the donors and partners for funding and beyond; connecting them to Plan International’s ambition for girls. This will take into consideration institutional, corporate, and foundation/private sectors donors as well as public sector funding through government ministries. The consultancy will cover the 14 countries[1] where Plan International is currently operating as well as Chad and DRC (16 countries in total) and Regional and sub-regional level. Using data collection tools designed by the consultant and validated by Plan International, he/she will collect data on donor areas of interest, priority countries, key requirements for applicants, funding period as well as other possibilities for collaboration beyond financial engagements. Specifically, for government institutions, the consultant will collect data on the various government programs open for CSOs, period of execution, mode of collaboration with CSO, available funding and potential opportunities for complementarity with Plan International interventions.

Plan International country offices will provide access to relevant documents and contact with colleagues as required.

2. OBJECTIVES

2.1 Global objective

The main objective to assess the global situation of development and humanitarian funding including strategic partners to enable Plan International offices in the West and Central Africa region to engage with the donors and partners for sustainable resource mobilization to deliver its ambition.

2.2 Specific objectives

  1. Conduct donors and partners mapping across West and Central Africa; CO and regional levels (quantitative and qualitative insights)
  2. Assessment of country for their capacity to mobilized local fundraising
  3. Prepare WACA partners and donors’ database (electronic data base with dynamic actualization option)

3.EXPECTED RESULTS

The deliverables are:

  1. A methodological document, with the collection tools and the timetable, the approaches to identify donors and key partners in the areas of concentration of Plan International, including at the regional level and in the 16 countries.

  2. A report on the strategic analysis of the donors and partners in West and Central Africa highlighting the specificities of the Sahel, Lake Chad, impact of COVID 19 as well as best practices on donor engagement within the region.

  3. A database of donors and strategic partners from 16 countries and at the regional level, including summary sheets “country donors and partners sheet”

  4. A report for the 16 countries is available on the basis of the tool made available by Plan International

  5. A summary of at least 4 pages (excluding the annexes) with key points in English and French.

  6. A high-level PowerPoint presentation on the findings and recommendations

Language: All deliverables must be presented in English and French

4.Timeline

The consultancy will run for a period of three(3) months; November 2020 to January 2021

5. Skills, qualifications and experience of consultant

Given the nature of the service, it is desirable that the consultancy be carried out by a multidisciplinary team made up of (i) Demographer / Statistician, (ii) Economist (iii) Expert in International Development, Resource mobilization. Research institutions are also encouraged to bid.

  • Be at university level, in particular a Master in Demography, statistics, economics

  • Have a minimum of 10 years of experience in research in West and Central Africa

  • Have thorough knowledge of national, bilateral, multilateral and other donors and partners for humanitarian and development programmes with INGOs and demonstrate experience in these areas of at least 5 years

  • Having worked with United Nations agencies, regional and sub-regional institutions, and donors on this topic is an asset

  • An understanding of youth and gender programming in the development and humanitarian context in West and Centra Africa

  • Proven experience in similar assignment

  • Fluency in English and French is essential

6. Application conditions

Consultants must submit their technical and financial offers before November 5, 2020.

The application will be open to all national, regional and international job fair to have an opportunity to identify the best candidates. Hence, we advise that the application be organized as follows;

  • Technical proposal (main content and body not exceeding 10 pages): The technical proposal should reflect the consultant’s understanding of the TORs and how all the tasks in the Scope of Work will be undertaken. The consultants will also provide a detailed methodology and plan of specific activities and timetable for carrying out the assignment.

  • Financial Budget: The consultant shall propose a realistic cost estimate for this assignment, including a breakdown of the budget and justification of expenses. The budget shall include only those costs that can be directly attributed to the activities proposed. This should be submitted separately from the Technical Proposal.

  • Personnel and experience: The consultant shall list and briefly describe the experience, qualifications and specific roles of the consultant(s) proposed to work on the assignment. Detailed resumes of the core team of proposed consultants should be provided

7. Evaluation of offers**

The minimum selection criteria to be used in the evaluation of Proposals include, but are not limited to, the following:

  1. Understanding of Tender Requirements: 30%

  2. Expertise/skills, have they demonstrated they have the relevant capabilities and experience to manage this project: 20%

  3. Methodology/approach of research: 25%

  4. Financial offer:25%

Plan International may request additional information from Proposers to assist further evaluation of Proposals.

8. Supervision of work

Under the direct supervision of the Director of Influencing, Partnership and Business Development in West Africa and the Center of Plan International, in connection with the regional working group on Business Development, the consultation will be carried out in accordance with Plan International’s rules and procedures. All actions will be subject to validation by the regional working group and approval by regional leadership (Regional Director, Sub-regional Director, country directors).

7. Payment

All expenses related to the consultation will be covered by the Plan International WACA hub with prior agreement. In the current COVID-19 situation, the consultant is not expected to travel for the assignment. Payment to the consultant(s) will be agreed upon between the regional hub of Plan International and the consultant.

  • 1st Instalment – 40% upon the submission of concept note with methodology, tools and chronogramme including Report format

  • 2nd Instalment – 40% upon submission of draft report in French and English

  • 3rd Instalment – 20% upon submission of final report, database, in French and English, PowerPoint presentation, summary note.

8. Submission and evaluation of offers

Consultants must submit their technical and financial offers before November 5, 2020.

9. Ethics and Child Protection

Plan International places a high premium on CHILD PROTECTION issues in all its working relationships with its partners and associates, and mandates all its working partners and associates to adhere to its CHILD PROTECTION Policy.

As such, the activity must ensure appropriate, safe, non-discriminatory participation; a process of free and un-coerced consent and withdrawal; confidentiality and anonymity of participants. Consultants are required to provide a statement within their proposal on how they will ensure ethics and child protection in the development process. This must also include consideration of any risks related to the activity and how these will be mitigated.

Disclosure of Information/Child Protection

It is understood and agreed that the Consultants shall, during and after the effective period of the contract, treat as confidential and not divulge, unless authorized in writing by Plan International, any information obtained in the course of the performance of the Contract. Information will be made available for the consultants on a need to know basis. The selected consultant will commit to respect Plan’s Child Protection Policy to prevent any harm from participating children and youth.

Anti – Corruption

The Consultant and partners declare and guarantees that no offer, gift or payment, consideration or benefit of any kind, which constitutes an illegal or corrupt practice, has been or will be made to anyone by the Consultant either directly or indirectly, as an inducement or reward for the award or execution of this agreement.

The Consultant declares and guarantees that neither Consultant, nor partners or associates, temporary nor permanent, would be involved in the implementation of this agreement:

a. Have been convicted of criminal charges prior to the submission of their proposals for this project, by any court of or in any other jurisdiction for an offence involving bribery or corruption.

b) Are under sanction, for an offence involving bribery or corruption, imposed by a government, a governmental organisation or a development organisation providing development assistance

Anti – Terrorism

The Consultant or partners declares and guarantees that the funds provided by Plan International for the service shall not be knowingly be used to benefit terrorist groups or individual members of those groups or for terrorist activities either directly or indirectly

Whistle Blower Policy

Plan International has a Code of Conduct including a Whistle Blower Policy and enjoins its entire staff and associates to “whistle blow” (raise legitimate concerns about violation of the Code of Conduct without fear of recrimination in the course of their engagement with Plan International).
