Project Objective:

The United States Agency for International Development (USAID), through its Mission in Colombo, Sri Lanka, intends to procure an analytical service through a local research team. The purpose of this task is to conduct an in-depth political economy analysis of the Sri Lanka Government (SLG) more specifically on the Parliament, key ministries, independent commissions, and other relevant public and private sector institutions in Sri Lanka. The analysis should be structured so as to focus on the political economy for improving USAID engagement for efficient and effective governance. This analysis should include a mapping of the relevant public and private sector institutions and key civil society organizations that play a role in the systems and processes along with an analysis of the will and incentives of key leaders in these institutions to be change agents or champions of reform. The analysis will consider how these institutions and policies consider input and engagement by citizens, the media, and civil society, but is not intended to focus on the capabilities and constraints of non-state actors. The research findings will inform recommendations for priority entry points for USAID programming that are more likely to effective and efficient government.

Position Description:

Social Impact is seeking a Translator to support the evaluation team and assist in translating data collection instruments, contextual and background documents during research phase and interpreting during interviews.

The assessment level of effort is anticipated to be approximately 15 weeks in Sri Lanka. The approximate period of performance is November 2020-March 2021. This position is open to candidates based in Sri Lanka.

Responsibilities:

  • Work closely with Project Manager and Evaluation Team during fieldwork.
  • Translate data collection protocols and provide interpretation services in-country.

Qualifications:

  • At least three to five years of experience working for international development/research organizations.
  • Background in translation/interpretation for research studies and evaluations for international development programming.
  • Knowledge of Sri Lankan politics, institutions, and actors.
  • Strong professional written, reading, and verbal proficiency in English, Tamil, and Sinhala.
  • Experience and ability to provide interpretation in a research setting.
  • Demonstrated organizational skills and attention to detail; ability to work independently to meet deadlines and adhere to high-quality standards.
  • Native fluency in Tamil and Sinhala; fluency in English.
  • Ability and willingness to travel within Sri Lanka for fieldwork.
