Technical Director | Burma | 2020

Chemonics seeks a Technical Director for the ongoing United States Agency for International Development (USAID) Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) in Burma. The project, provides commodity procurement and logistics services, strengthens supply chain systems, and promotes commodity security for partner countries all over the world. The GHSC-PSM project in Myanmar provides comprehensive supply chain management support for the Ministry of Health and Sport (MoHS) with strategic guidance from the President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI). The Technical Director will be primarily responsible for the supply chain technical assistance (TA) provided by the GHSC-PSM project in Myanmar including: logistics management information system (LMIS) development, requisition and distribution, quantification, procurement, and monitoring and evaluation (M&E). This position will be based in Yangon Burma. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

• Oversee the TA activities of the project i.e., forecasting and supply planning (FASP), LMIS, communications and knowledge management, M&E, procurement and logistics, and laboratory services
• Lead efforts to institutionalize procurement and supply chain best practices within the MoHS
• Manage relationship with clients, USAID, PEPFAR, PMI and MoHS government officials and other stakeholders e.g., implementing partners (IPs), vendors, donor organizations, and short-term technical assistance (STTA) providers
• Lead the development of high-quality data-driven reports on TA activities
• Supervise the procurement of commodities and customs clearance at the port of entry
• Under government of Myanmar (GOM) leadership, facilitate annual quantification exercises for ATM commodities and relay results to local GOM counterparts and Global Fund principal recipients and sub-recipients
• Review clinical data and consumption data to hone programmatic activities and inform supply needs as well as calculations of order requirements based on in-country stock status, program capacity, and available funding
• Manage and leverage resources from other donors including the 3MDG and the Global Fund
• Provide technical oversight of vendor supported activities to ensure the delivery of high-quality products in accordance with contractual and system requirement specifications

• Carry out additional responsibilities as may be assigned from time to time by country director **

Qualifications:

• Advanced degree in health systems, public policy, or a related field required
• Ability to work independently and to manage various projects on a daily basis with minimal supervision
• Ability to work effectively and harmoniously with other staff and contractors
• Excellent organizational and time management skills and strong attention to detail
• Minimum ten (10) years of experience in forecasting and supply planning and/or supply chain management systems; USAID experience preferred.
• Experience developing guidelines on procurement, quantification, and warehousing.
• Experience in conducting trainings on all aspects of health commodity supply chains
• Demonstrated ability to manage and implement complex USAID-funded public health programs or projects in developing country or low-resource contexts.
• Experience building effective relationships with cooperating partners and stakeholders, especially government counterparts at national and regional levels.
• Experience successfully managing teams and ensuring quality and timeliness of their products.
• Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment.
• Fluency in English and Burmese required.
