Background
USAID Takamol has been dedicated to gender equality and women’s empowerment at policy, national, and community levels in Jordan since 2014. USAID Takamol partners with the Government of Jordan (GoJ) and civil society to support national efforts to incorporate gender considerations into policymaking in order to achieve equal rights and opportunities for men and women. With expertise and outreach from civil society partners, Takamol supports the GoJ to address gender priorities related to access to justice, political participation, inclusive education, and economic empowerment. The program is funded by USAID and implemented by IREX, an international nonprofit organization that builds a more just, prosperous, and inclusive world**
Context of the Assignment
USAID Takamol is creating a Support System that will support the data-driven decisions towards gender equality.
Methodology and Scope of Work
The consultant is expected to identify and develop gender indicators related to different sectors that USAID Takamol’s partners work in and based on the following:
· Related National Strategies and plans
· Related International Indexes
· International and national obligations
· Support USAID Takamol in conducting discussions with relevant public entities to facilitate obtaining related data
· Support related public entities in identifying the requested data for developed KPIs
· Engage with relevant stakeholders to finalize KPIs
Level of Effort
Timeframe
· The duration of this assignment is approximately 25 working days and open for renewal if needed starting on 8 November 2020.
Preferred Qualifications:
· Master’s degree in relevant field required (social sciences)
· At least 5 years of demonstrated experience in monitoring and evaluation. Experience related to the public sector is preferred
· Demonstrated knowledge in international human rights reporting system
· Demonstrated knowledge in International indexes and indicators related to gender, Labor, Political participation and GBV.
· Well oriented in gender and human rights
· Strong knowledge of the Jordan’s government operating environment
· Experience in facilitation and holding brain storming sessions
· Ability to work effectively and communicate well in remote/online settings
· Ability to facilitate round table discussions, brain storming sessions and consultative meetings
· Excellent oral and written communication in Arabic and English
Technical Direction
The lead consultant will report USAID Takamol and the technology partner on implementation process and developments.

· Relevant academic qualifications of consultant(s)
· Expertise in gender inclusion within the public sector and provision of related training and facilitation
· Training experience in fields related to public sector governance, management and gender
· Demonstrated substantive knowledge of the Jordan public sector environment
· Experience in institutional analysis and diagnosis in development and implementing public sector strategies
· Proposed cost
USAID-Takamol will review application on a rolling basis until a consulting service provider is secured.
