The Philippine Red Cross is in need of a Consultant for the Community Readiness in Bicol (CRIB) Project in Catanduanes to undertake a Baseline Study. Below is a summarized Terms of Reference for your perusal:
Summary of Purpose
The purpose of the baseline study is to measure current knowledge, attitude and practice towards disaster risk, and disaster preparedness among households in targeted communities covered by the project. Additionally, the baseline study will also enable identification and understanding of the level of preparedness of communities to natural hazards, specifically in terms of their self-organization, ability to take action, knowledge and awareness, and connectivity.
Scope of Work
Submission of an inception report with desk review of the relevant information from different sources, data collection tools finalization, data collection, data cleaning and analysis, and reporting of the baseline study.
Summary of Methodology
The study will utilize mixed method(s), employing both quantitative and qualitative approaches, adapted to the local context. This will include a household-level survey and an assessment of community disaster readiness.

CRIB Project team, Philippine Red Cross NHQ including Disaster Management Service (DMS) team, American Red Cross (Philippines Delegation, AMEE Regional Office, and NHQ).

Reporting to
The consultant will report to the Philippine Red Cross Head of MEAL, DMS department with attention of the American Red Cross Philippines Country Representative, MEL Delegate and PRC PMER Manager
Location of Project Sites
Catanduanes Province, Bicol Region, Philippines (five municipalities and 20 communities).
Expected Qualification of the Consultant(s)
· At least five years’ experience conducting and leading survey research and assessments, both quantitative and qualitative, four of which should be with international organizations
· Post graduate degree, from a recognized institution, in social research, survey methodologies, or monitoring & evaluation
· Demonstrated experience in training and managing data collectors/enumerators
· Experience with survey work in DRR or related sectors
· Demonstrated experience and expertise in designing, managing and analyzing data for multifaceted survey designs (stratified, clustered, multistage, disproportionate selection probabilities, etc.)
· Excellent report writing skill in English and Tagalog language skills is highly desirable
