JOB CONTEXT:
The MyTh (Myanmar Thailand) program was created in 2016 with the merge of 2 already existing missions. Setting up cross border initiatives and integrate the coming return of refugees from Thailand to Myanmar is at the heart of the regional strategy. HI currently implements activities in nine camps of Burmese refugees on the Thailand/Myanmar border. It is expected that funding will be affected by this dynamic in the next future. HI’s first activities in Myanmar were in the frame of the Cyclone Nargis’s response, from October 2008 to December 2009. Following the ratification of the CRPD by the Myanmar authorities, HI decided to reopen a mission in Myanmar in 2014 and signed a Memorandum of Understanding with the Ministry of Social Welfare in September 2015, which is currently under renewal. In 2017, HI also signed a MOU with the Ministry of Health and Sports.
The 3 pillars of the HI MyTh Programme Operational Strategy 2018-20 are:
1/Armed Violence Reduction (AVR) including Victim Assistance (to be linked to Health & Rehabilitation pillar), Explosive ordnance Risk Education (through community-based Risk Education) and Non-Techncial Surveys
2/Inclusion with projects covering support to Organizations of Persons with Disabilities and promotion of Rights, Inclusive Humanitarian Action, Inclusive Disaster Risk Reduction with a particular focus on Hospital Emergency Preparedness, inclusive livelihood and inclusive education
3/Health and Rehabilitation with projects covering mental health and psychosocial support, physical and functional rehabilitation (including with specific project focusing on supporting Child Development).
Emergencies, Armed Violence Reduction (Humanitarian Mine Action) and development contexts coexist in Myanmar while HI is involved in a great variety of sectors of intervention, creating a diverse, challenging and dynamic working environment, where coordination is operated mainly through working groups and clusters. Consortia and pool funds are frequent. Intense networking is essential for successful fundraising and efficient implementation. The context is quite different in Thailand: HI is the sole actor implementing physical and functional rehabilitation, support to Disability inclusion and Risk Education projects. Consortium are difficult to build and not required by donors (except the EU). Despite projects implemented for a long time in the same intervention sectors, there is room for development of new sectors of intervention especially in the Protection sector (GBV, Child Protection, etc.) and MHPSS.
HI has developed its first regional strategy (2018 – 2020) and it is therefore time to update this strategy consolidating current sectors of activities while exploring the needs and possibility to enter in new operational sectors.
DESCRIPTION OF THE POSITION:
Under the direct responsibility of the Regional Programme Director MYANMAR/THAILAND, the Technical Unit Manager of MyTh Program is responsible for overall management and coordination of Technical Specialists as well as the MEAL teams.
This Technical & MEAL team is largely involved in providing day to day support to project teams while contributing to strategic thinking and design at different levels (from the regional strategy to the project level / area strategies).
The Technical Unit Manager will contribute to the implementation of the mandate and the 10-year strategy of HI. He/she will ensure optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she will share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

PROFILE THOUGHT:
-you hold a Master’s level in a relevant field
-you have more than 7 years working experience as Technical Specialist, Operations Coordinator, Technical Unit Manager, or similar background
-you have a proven technical expertise in one sector of HI’s strategy, ideally in Armed Violence Reduction (EORE, NTS, VA), MHPSS, Personalized Social Support or Livelihood
-you have worked more than 5 years in management of teams in humanitarian or development programs
-you know how to collaborate remotely
-you have strong leadership, communication, and representation skills
-a previous experience with HI would be a real asset as a previous experience working in humanitarian/development programs in Asia
-you write and speak institutional English fluently
SPECIFICITIES OF THE POSITION:
Covid-19 is impacting Myanmar at the moment with a surge of cases since August 2020, Yangon Region and Rakhine State being the most affected. Travel restrictions and Covid-19 preventive measures are applied and Yangon Region and Rakhine State are under lock-down. HI team members are working from home at the moment and in-country travel is impossible. Government authorities are also applying restrictions on visas for international staff and deliver entry permissions in the country on a case by case basis.
The position might need to be covered remotely for a certain period of time, if the candidate is not already based in Yangon, until it is possible to move to Yangon.
