As an important function of its mandate, IOM is the Cluster Lead Agency for Camp Coordination and Camp Management (CCCM) for natural disaster-induced displacement situations under the 2005 Inter-Agency Standing Committee (IASC) Humanitarian Reform. Since 2015, IOM Headquarters (HQ) has been implementing a global project on Gender-Based Violence (GBV) prevention and mitigation activities under the Safe from the Start Initiative (SFTS) supported by US State Department’s Bureau for Population, Refugees and Migration (PRM). The fifth -phased ‘Promoting the Reduction of and Improved Operational Response to GBV through Camp Management and Site Planning’ project has allowed IOM to advance commitments made to the global Call to Action on Protection from GBV in Emergencies and become one of the leading agencies on mainstreaming GBV risk mitigation measures in humanitarian settings.
Embedded in its broader approach to protection, IOM’s interventions have been designed to reduce vulnerabilities to GBV at the onset of emergencies, by building the capacity of field practitioners to identify, prevent and mitigate GBV risks; providing innovative tools to improve the management of sectoral responses and coordination of service provision in response to identified risks; enhancing operational collaboration between IOM sectors and, GBV and other specialized Protection actors; and improving women’s participation in camp governance structures.
As part of the effort to better address needs at the operational level, IOM is progressively regionalizing Protection and GBV technical capacities and support, in line with the objective set in the Global SftS project.
The current COVID-19 pandemic outbreak is affecting all countries and societies. While governments had to take several containment measures to prevent the spread of the virus and mitigate the health risks for the population, travel and mobility restrictions have made difficult to provide direct technical support and strengthen the capacity of field practitioners to identify, prevent and mitigate GBV risks.
As part of the effort to better address needs at the operational level, IOM is progressively regionalizing Protection and GBV technical capacities and support, in line with the objective set in the Global SftS project. In March, 2020 IOM’s Regional Office for Asia and the Pacific hired a Regional Protection and Gender-Based Violence Specialist under the Emergency and Post-Crisis (EPC) Unit to support these efforts in Asia and the Pacific.
Using past ‘in person training’ modules created by HQ and ROAP, particularly those focused on Emergency Response Induction Training (ERIT) on various topic modules, as well as new tools in development for Gender Based Violence (GBV), Protection, the Regional GBV Specialist will be developing several training packages (through end 2020) and knowledge management/lesson planning/ preparation of training tools to be used in 2021.
Under the overall supervision of the Senior Regional Emergency and Post Crisis (EPC) Specialist and direct supervision and guidance of the Regional Protection/GBV Specialist, the successful candidate will be responsible and accountable to support in the development of the virtual trainings, which will include some specific online training creation technology software (for video/mixed method training pre-made tools) as well as internal organization of files, questionnaires, etc. so that the team can utilize the LMS/Webex options of IOM to their fullest with packages for the live trainings already put together. Some will be tested in 2020, but this is to establish the resources also for 2021 to move forward given likely continued mobility restrictions.
Core Functions / Responsibilities:

IOM staff will be able to mainstream protection and specific needs into ongoing and future programming

IOM staff will have a foundational knowledge of Gender and Gender Based Violence, in Crisis

IOM staff will gain knowledge of GBV risk mitigation interventions and how to safely respond to disclosure of GBV incidents

IOM staff will understand the coordination mechanisms of emergencies, including the protection cluster and IOM’s roles in the same

IOM staff will be able to request from a modular list of training options (COMs/ staff) to have tailored trainings of 1-2 hours at a time on specific technical areas, with some including already established pre readings, videos, and other tools to enhance learning.
