Short-term task order director | Iraq/Remote | 2020

Chemonics seeks a short-term task order director for the Learning and Evaluation TO under the Iraq Durable Communities and Economic Opportunities (DCEO). DCEO aims to support vulnerable communities to build community resilience against destabilizing factors and advance economic well-being in target communities in Iraq by addressing underlying drivers of conflict, increasing community leadership of inclusive local development, improving private sector networks, and increasing micro, small, and medium enterprise (MSME) development. The position is slated to start as soon as possible remotely due to COVID-19, but will require short-term travel to Baghdad or Erbil, Iraq (subject to change based on evolving security and other considerations) in subsequent years. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Responsible for all aspects of the planning and implementation of the activities, including the learning agenda and implementation plan, for the task order
  • Serves as primary liaison under the DCEO chief of party on management and technical matters
  • Leads coordination with USAID, other implementing partners, donors, and key stakeholders on activities related to the task order
  • Coordinates and collaborates with MEL teams in task orders 1, 2, and 3 on data collection and monitoring and reporting to assure all activities are conflict sensitive, inclusive, and contribute to project objectives
  • In coordination with the MEL specialist, works directly with data collection subcontractors and beneficiaries, managing and building those relationships
  • Manages performance of task order staff (deputy director or MEL specialist), assuring delivery of quality outputs in a timely manner
  • Works collaboratively with knowledge and outreach manager to assure smooth integration of technical finding, knowledge, and assessments into overall project knowledge management and reporting
  • Undertakes other duties as assigned by the chief of party

Qualifications:

  • A Bachelor’s degree in international development or a related discipline is required or Master’s degree preferred
  • Minimum of 10 years of experience in international settings conducting development-related evaluation with increasing responsibility, at least 6 years of which is in economic recovery, private sector growth, and trade development (although this is the qual in the TO, let’s remove here in case it causes someone not to apply)
  • Experience managing data collection in Iraq or similar development contexts
  • Demonstrated ability to work with conflict-affected populations and other vulnerable groups
  • Minimum of three years of supervisory experience, preferably with culturally and geographically diverse staff, including remote management experience
  • Experience with activity design, development, and management of projects, preferably including both community-level and national-level activities
  • Experience working on economic development issues in Iraq or other Middle Eastern countries undergoing transition highly desired
  • Ability to cope with and function effectively in high stress and fluid environments
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required. Arabic or Kurdish proficiency highly desirable
