CARE’s scope of work has evolved from emergency response to long-term development programming, now encompassing an Urban Refugee Protection Program, the Azraq Camp Program, and the Sustainable Development Program. In late 2016, CARE created its Strategy- Business Plan 2017-2020, defining CARE’s program goals to fight poverty and inequality by 2020.
CARE International in Jordan has a vacancy for the post of Program Support Director (National Post)–Scope of Work:
The Program Support Director (PSD) provides leadership and direction for Country Office (CO) program support. S/He is responsible for ensuring quality and cost effective, timely and compliant support processes. The PSD provides the day to day guidance and oversight for the primary PS functions; procurement, inventory, human resources, fleet management, safety and security, logistics, and IT. S/he is a member of the Senior Management Team (SMT) and has the overall responsibility and supervision of the heads of the related departments (Administration, Procurement, and Human Resources)
The PSD is expected to contribute to strengthening the integration of program support with program. This will be done through structured and systematic capacity building of Program staff to address operational weaknesses; using existing resources and tailored to the specific staffing needs.
The PSD will ensure regular review of policies to align with best practices and enhance efficiency and delivery of services in addition to rolling out training and capacity building in all aspects of administrative and resource management. The combination of an effective and compliant program support team working side by side with an operationally strong and technically able programmatic team will ensure more effective and deepened program impact. The PSD fosters a values-based organizational culture and ensuring good internal controls.
The position requires advanced management skills, program quality expertise, excellent team building and people coaching skills, extensive experience and in-depth understanding of administrative support processes and compliance requirements. Furthermore, the successful candidate must demonstrate an understanding of CARE’s programmatic needs and concerns for ensuring effective administrative support.
Duties and Responsibilities:
Staff management, coaching and development
· Provides ongoing supervision, leadership, support and guidance to the program support team,
· In coordination with human resources department and CD, responsible for ensuring that sufficient human resources are recruited, and provided with the needed orientation.
· Create the conditions to ensure effective teamwork and morale, and promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, color, sex or creed.
· Implement all elements of CARE Jordan Performance Management system and ensuring that all direct reports do as well.
· Ensure that human resources implications for CARE Jordan and CI for both existing and anticipated emergency response are fully assessed, identified, described and communicated.
· Responsible to ensure that all staff under supervision are fully versed in the fundamental requirements of their various roles and can perform these functions to a consistent and high standard. Ensure compliance with standards of gender and diversity at CARE.
· Identify priority areas for capacity building for staff. Using the existing training manuals, CARE Academy resources and any other suitable training materials, he/she will develop a practical plan for skills development for staff which will address weaknesses in operational management, with a particular focus on improved planning, maximizing resource use and compliance.
· Ensure an effective orientation process for all new staff, in order to speed up the learning curve for both new staff entering CARE and for staff preparing for changes in administrative responsibilities.
Program support management:
· Responsible for effective, efficient and compliant administrative support services in procurement, inventory, Vehicle management, property, security and Human resources. An essential role is to ensure application of relevant policies at all levels while simultaneously ensuring cost effectiveness of operations.
· Oversee regular spot-check processes to identify areas of concern and develop / follow through with action steps to rectify. He/she will identify opportunities to enhance more collaboration and innovation across units including greater ease of information dissemination of relevant administrative functions.
· Coordinate with Regional Management Unit relevant staff to ensure that proper follow up is provided and to implement new and/or revised policies and procedures
· Work closely with the CO IT coordinator to ensure maximum efficiencies in data management and storage and in supporting Projects with technological solutions to data base management.
Compliance/risk management
- Work closely with Finance, Grants and Contracts and Programs to follow up with Audit Response, Spot Checks and any other requirements to ensure outstanding compliance with Local, donors and CI members requirements and to insure reduction of risk potential for the CO.
- Liaise closely with AMS and RMU to adequately address risk management concerns including support to Program Support Departments, Audit and Compliance.
- Provides coordination and supervision between program support and programs in the development of proposals and in particular budgets, procurement plans, risk management plans, and hiring plans.

Manage the development, implementation and monitoring of an effective administrative, HR and Information Systems operations that maximizes the use of resources to provide measurable, timely, efficient and cost-effective results.
· Define, review and upgrade CO Administration practices, policies and manuals, and recommend appropriate revisions.
· Visit Field Offices regularly to effectively communicate to all mission staff and ensure compliance and understanding of policies and procedures and to advise and assist FO senior staff in correcting problems and enhancing staff effectiveness.
· Oversee the development of the Country Office Administrative services and Annual Plan that provides performance standards for Procurement, Vehicles Management (repair, maintenance, disposal, replacement, etc.) and Facilities & Property Management.
· Ensure that all services, expenditures and procurement activities conform to relevant administrative and financial policies and procedures and according to the highest level of integrity and transparency.
· Supervise the development/reformulation of the Country Office HR policies and procedures in compliance with CARE International and applicable local laws.
· Ensure staff awareness and understanding of the HR systems and their rights and obligations toward the CO in consistency with core values proper application.
· Supervise the development and implementation of the CO’s staff development plans.
· Supervise the development/reformulation of the Country Office Information Systems policies and procedures in compliance with CARE standards.
· Initiate dialogue on Information Services with the Country Office’s senior staff in order to maximize their benefits of these services.
· Provide strategic Direction for the IT function and role.
Emergency Response / Staff Security
- Take a lead role in facilitating timely, quality administrative support function delivery in the time of emergency response
- Guides and supports management on staff security concerns
· In coordination with the Safety and Security Manager and the CD, ensure security operational guidelines are well established for the CO and field offices following CARE Security Guidelines, and ensure staff awareness and orientation.
Perform other duties assigned by the supervisor
· Participate with other SMT Team members in the oversight and running of the CO.
· Attend bi weekly SMT meeting and follow-up on tasks assigned.
· Follow up on investigations and complaints as assigned and requested by the Country Director, this include but is not limited to PSEA cases if any.
Qualifications and Requirements:
A. Education / Training
Required:
- Master degree in administration, or public administration or equivalent field, or university degree combined with experience relevant to the job.
Desired:
- In depth Training / knowledge of different Program Support functions (HR, Procurement, Logistics, Administration…)
B. Managerial Know How
Involves integrating and harmonizing requirements of diverse functions in operating, support, and administrative situations. 10 years of senior managerial experience in relevant areas of program support (supply chain, human resources, IT, logistics)
