Chief of party | Cote d’Ivoire | 2020

Chemonics seeks a chief of party for the anticipated five-year USAID/Cote d’Ivoire malaria prevention and control opportunity, which will aim to strengthen malaria diagnosis and treatment (clinical and community), distribution and promotion of use of long-lasting insecticide-treated nets (LLINs), and health behavior change interventions in 40 districts in the eastern part of the country. The chief of party will provide overall leadership, management, technical guidance, and direction to the project. This position is for a five-year program anticipated to begin in 2021. It is expected that this position will be primarily based in Abidjan, Cote d’Ivoire. Responsibilities include:

  • Provide overall project leadership, management, technical direction, and guidance to team members and consultants to achieve targeted results and impact
  • Serve as the project’s primary point of contact with USAID, other donors and institutions, implementing partners, the Ivoirian Ministry of Health, technical agencies, and other stakeholders; ensure alignment and harmonization with other programming where appropriate, including public/private sector partnerships
  • Oversee development and monitoring of annual work plans, monitoring and evaluation plans, technical reports, and budgets and coordinate partner efforts in project implementation
  • Ensure interventions reflect high technical quality and are in line with the project’s scope of work and findings and recommendations from external evaluations are addressed in a timely fashion
  • Ensure all operations are in compliance with USAID rules and regulations, Chemonics policies, and Cote d’Ivoire national regulations
  • Oversee budget implementation and financial management, working closely with the project’s financial leadership; ensure the project’s preparedness for USAID audits.

Qualifications:

  • Master’s degree in public health, epidemiology, neglected tropical diseases, social sciences, medicine, international development, or management, or a comparable advanced degree in a related field; knowledge of and experience with malaria preferred
  • Minimum of 10 years of chief of party, deputy chief of party, program director, or equivalent experience in designing, implementing, and managing large, complex health programs in a developing country context; experience in Africa and particularly West Africa preferred
  • Demonstrated leadership and success in achieving project objectives and building productive working relationships with a diverse range of stakeholders, including host-country government and nongovernment actors and international donor partners
  • Experience coordinating with national and local government agencies, civil society organizations, and other international development groups; ability to navigate politically sensitive terrain
  • Demonstrated knowledge of and experience with USAID policies, procedures, and approaches on public health program design, implementation, budgeting, and monitoring and evaluation
  • Experience managing USAID cooperative agreements, including programmatic evaluations, financial audit, and program closeout
  • Demonstrated leadership, versatility, and integrity
  • Excellent oral and written French and English communication skills
