How can you make a difference?
The impact of digital communication is very important in scale and speed. Over the last years, there has been a clear shift from earned and bought media to owned media. Traditional media has lower and lower numbers, whereas digital media is continuously growing.
It is key for UNICEF to promote its activities online through an integrated, consistent and coherent digital identity, promoting its global and national objectives: to be the leading voice for children, and to reach and engage people to defend child rights.
The overall responsibility of the Digital Communication Consultant is to develop communication materials to tell UNICEF’s story in a tailored manner for a wide range of online audiences (from children and parents to key decision-makers, corporate and private individuals donors, journalists etc.) using different platforms, technologies and tools. The Digital Communication Consultant will work under the supervision of the Communication and Fundraising team.
Specific tasks
The key tasks expected to be fulfilled by the consultant are:
- Assist in planning, implementation, monitoring and evaluation of UNICEF Romania’s digital communications strategy and support content production efforts that will get children’s and women’s issues into the public domain via digital platforms, and enhance the organization’s credibility and brand.
- Support the drafting, the development and the implementation of the UNICEF in Romania’s Digital Strategy.
- Draft and maintain up-to-date the editorial plan for UNICEF’s digital channels.
- Develop high-impact social media and online content – including text, graphics, videos and other multimedia formats – that effectively informs and engages external audiences and supports media and advocacy campaigns.
- Provide community management for all digital channels owned by UNICEF in Romania.
- Collects feedback on various communications and fundraising materials and closely follow up on its timely and thorough implementation.
- Draft and publish landing pages and other type of pages on the UNICEF in Romania website, based on information given by other colleagues in charge with the topic.
- Act as the UNICEF in Romania website focal point.
- Support the website’s structure finetuning, in cooperation with the communication and fundraising team and the online agency.
- Monitor and provide monthly result-based reports for social media activations/campaigns and editorial plans. Offer analysis of the information, share key learnings and propose optimizations.
- Identify and meet new influencers and bloggers with high levels of engagement and reach in social media, as well as an alignment with UNICEF’s core values and mission, to further disseminate materials and content generated by the organization.
- Participate in different communications and advocacy events, field trips and fundraising campaigns to generate (live) social media content.
- Offer support during online events organized by UNICEF’s Communication section.
- Support in follow-up when needed with various suppliers (production houses, photographers, human interest story writers) to ensure that contracted communication materials are produced within deadlines and meeting quality standards.
Expected deliverables:
- Support to draft, develop and implement the UNICEF in Romania’s digital strategy and integrated campaigns, in collaboration with the online agency.
- Weekly updated editorial plans for the different social media channels used by the organization.
- Monthly updated editorial plans for the UNICEF in Romania website.
- Regular social media analytics reports for the office digital channels as well as reports for ongoing campaigns. Daily community management of all UNICEF in Romania’s social media accounts.
- Communication materials to be used in social media and digital platforms with high potential to create engagement, raise awareness on topics regarding children and raise funds. The communication materials will include a timely drafted social media copy and related multimedia assets: short videos, photos, infographics, factographics etc. The development of communication products and materials must be timely executed and followed up to support country communication strategy, regional and global campaigns and priorities, and to support resource mobilization as set out in the work plan.
- Updated database of bloggers and influencers that could potentially contribute to sharing UNICEF in Romania’s digital content.
To qualify as an advocate for every child you will have…
Qualifications:
- University degree in Communications, Journalism, Public Relations, Social Media or related field.
- At least 3 years of professional work experience in a digital media agency or in the digital media or e-commerce department of a company or organization.
- Proficiency in spoken and written Romanian and English languages is a must.
- Experience in covering social issues in Romania in social media in a sensitive and ethical manner, respecting child rights, is a plus.
Requested skills and abilities:
- The knowledge of how each social media platform and digital channel connects with each other and how these connections can be used for effective marketing is important. A digital communication consultant should be able to analyze data and use analytics to determine how well an organization’s online strategy is performing.
- Excellent storytelling skills both in English and Romanian, including for the online audiences. Ability to write in a user-friendly manner and to translate/ adapt complex information into accessible communication materials, according to the specific audience;
- Creativity in developing innovative communication materials and using relevant social media channels to achieve established KPIs.
- Basic editing skills for photos, videos and infographics.
- Credentials and/or portfolio are required (examples of written/video materials and campaigns, both in English and Romanian, with wide reach and engagement).
- Flexibility to work in a dynamic and fast-paced environment, responding with a positive attitude and high-quality deliverables.
- Experience with international organizations, UN Agencies and knowledge of UNICEF’s work is an asset.
- Designing website pages.
General conditions: procedures and logistics
The Consultant will work at UNICEF premises.
Standard procedures in the delivery of the products
Copyright of materials belongs to UNICEF.
All materials in support of the implementation of the task will be provided by UNICEF office upon assignment of the specific tasks.
In case of late delivery of services and unsatisfactory performance on behalf of the Consultant, UNICEF may refuse to accept delivery of all or part of the services and claim liquidated damages as per UNICEF Special Terms and Conditions.
Timeframe and duration of the assignment
The services are contracted for a period of 12 months, with possibility of extension, upon evaluation and availability of funds.
Monitoring and evaluation of the assignment
The Consultant will report and work in close cooperation with the Communication and Fundraising Section and other sections, as relevant.
Application Procedure:
Applications should include:
- A brief cover letter in English;
- A recent CV in English;
- Sample of social media and online communication developed materials;
- Example of social media plan carried out for an event, or campaign.
- A financial offer as per attached template*, specifying the requested gross daily fee in RON, taking into consideration that the Consultant will be responsible for paying all his/her due income taxes as per Romanian fiscal legislation. Applications which do not include the financial offer will not be considered.
Note: The Consultant will sign a health statement prior to taking the assignment and the designation form will be completed. Travel costs to project sites and attending project meetings (situations when the Consultant is authorized to have access to UNICEF transport) will be covered by UNICEF outside the contract. Payments will be made monthly, based on the number of days worked and, on the activity, report signed by supervisor.

Mobility is a condition of international professional employment with UNICEF and an underlying premise of the international civil service.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
