The Development section in the British Embassy in Amman is seeking a highly motivated and enthusiastic individual for the position of Monitoring and Evaluation Statistics Advisor, Grade – C5 (L).

 

Main Purpose of the job:

The Development section – Jordan is seeking a full time local staff Statistics or Monitoring and Evaluation Adviser to start as soon as possible. The adviser would be expected to gain A2L accreditation with the development section Evaluation or Statistics cadre within a set timescale. This is a critical role within the Embassy. You will be the Embassy’s dedicated expert on data, monitoring and evaluation issues in Jordan, ensuring data and evidence play a key role in the work of the team, particularly to inform decisions and communicate results.

This is an exciting opportunity to work for the British Embassy Amman as it responds rapidly to the COVID-19 crisis and looks to programme both short- and long-term work in support of the UK-Jordan partnership.  This partnership has the UK as a leading and trusted adviser to Jordan, rallying and coordinating international donors in support of Jordan’s long-term stability.

The post requires commitment to work with others, and the ability to lead and influence. The jobholder will report to the Strategy and Engagement Team Leader.

The key objectives for this job are to:

  • Support the development of Monitoring and Evaluation sections of business cases and log frames for new programmes and adjust existing ones in line with the COVID-19 pandemic and other shifts in priorities.
  • Lead the work on data, monitoring and evaluation across the Development section Jordan office, advising on best practice, applying frameworks and evidence.
  • Develop the M&E and Statistics capacity of programme managers and SROs.

Main Responsibilities:

In this role you will:

  • Support the Strategy and Engagement Team Leader to take forward development section Jordan’s approach to data, evidence and evaluation, working across teams to support the delivery of our Country Business Plan.
  • Contribute to business case (programme) design and programme reviews.
  • Advise teams on specific evaluations for our programmes.
  • Develop a portfolio-level Results Framework, dashboard and office M&E Approach paper.
  • Retain oversight of development section Jordan’s data quality and lead evidence and results analyses as required.
  • Provide overviews of results progress and work with teams to strengthen their results narrative showing how their work delivers impact.
  • Challenge and support our delivery partners to better understand our evidence and evaluation reporting requirements.
  • Be the point of contact to the Evaluation or Statistics Cadre.
  • Ensure our VfM strategy is effectively implemented across the office, working closely with Economic Advisers.
  • Keep up-to-date on new innovations in data collection and analysis, both across Jordan and the technical community, and share best practice across the office.
  • Commission or deliver analysis to programming and policy teams on data trends in Jordan – communicating the significance of the findings and using them to craft new programming and policy positions.
  • Support embassy colleagues to advocate on data, monitoring and evaluation issues.
  • Provide accurate and quality commission responses for Development section Jordan related to results/M&E.

Essential:

  • Fluent written and spoken English.
  • We are seeking an individual with substantial (5 plus years) experience working on data, evidence, evaluation and programming with NGOs, donors or multilateral organisations.
  • Candidate holds minimum of a Masters’ degree or equivalent level of academic and professional experience in a related area.
  • The successful candidate will need to demonstrate practical examples of using their technical and behavioural competencies in the development or humanitarian aid field.
  • The candidate should be able to convey technical issues in plain English and accessible formats, championing evidence use in strengthening policy and programme design and delivery.
  • The candidate should have a strong network in Jordan within the development community and with relevant stakeholders in government.
  • Excellent IT skills (standard Microsoft applications).
  • The adviser would be expected to work towards A2L accreditation within the Development section Evaluation or Statistics cadre. As such on arrival they should be able to demonstrate the below competencies:
  1. Acquiring data and understanding customer needs:  Work with policy colleagues to understand their needs and identify/ promote use of appropriate data sources.
  2. Data analysis: Have strong analytical knowledge and the skills to carry forward descriptive and common statistical analyses of widely used data sets, knowing the limitations of this work.
  3. Evaluation Competency: Apply a comprehensive knowledge of research methodology, method, techniques, and application of these appropriately and be expert in managing and commissioning evaluations.
  4. Evaluation Competency: Use and promote social research/evaluations and communicate research/evaluation findings.

Desirable:

  • Experience in both Statistics and Evaluation.
  • Familiarity with Development section’s SMART Rules.
  • A thorough knowledge of research/evaluation methodology, methods and latest techniques.

Working Hours and Remuneration: 

The position is full-time, at 37 hours a week with considerations of flexibility depending on circumstances.

Pay is on the Embassy C5 (L) scale, with a salary of JOD 3334 per month. Please note that your salary will be paid gross and you are expected to comply with your tax obligations through completion of a tax return to the local authorities.  If exceptionally you are not liable to pay Jordanian tax, you will receive a net salary which is minus the deduction of an equivalent level of local tax.  Further information on this will be given to candidates at interview if necessary.

The package includes a good level of health insurance and a friendly, English-speaking work environment. We offer opportunities to develop professional skills through our Learning & Development offer. Leave entitlement is 25 days (on pro rata basis) plus 14 public holidays.

This position is offered on a full time, permanent basis. The successful candidate will be subject to a 90-days probationary period.

Development section follows a 70-20-10 model of learning with formal training only a fraction of the overall learning opportunities in the role. The successful candidate will receive technical quality assurance and mentorship into the development section cadre from an accredited A2 M&E or Statistics Adviser in MENAEE. Once past probation the successful candidate will be eligible to bid for funds to undertake training opportunities online and in person both in Jordan and overseas. Accredited advisers will be required to give 10% of their time to the cadre for tasks including peer learning and delivering work for other development section country offices, which can provide valuable experience of other contexts and tasks.

  • Have (or be willing to obtain) the right to live and work in Jordan. Candidate’s residence permit and work permit, and the expense to obtain them, will be their own responsibility.
