DRC/DDG has well-established and long-standing programs in South Sudan and neighbouring countries working with displaced populations in addressing vulnerabilities resulting from shocks, both natural and man-made, that impact their mobility, livelihoods and safety. South Sudan has some of the continent’s largest numbers of IDPs and refugees due to high levels of insecurity as a result of protracted conflict. This coupled with the effects of flooding and significant food insecurity in the area continues to cause substantial displacement of large amounts of the population. The cyclical conflict, food insecurity and lack of sustainable livelihoods opportunities lead to transient populations moving back and forth across various border areas. The region hosts a significant number of these displaced populations and there is a need for more evidence-based information that can aid in developing tailored programming that addresses the vulnerabilities of these populations.
Given the high levels of displacement arising from a host of environmental, conflict-related and economic elements, there is need for a comprehensive analysis of push factors to design interventions in a more deliberate manner specifically across communities living in Upper Nile state, Jonglei state and Pibor Administrative Areas as well as neighbouring border areas.
Therefore, DRC/DDG is looking to engage a consultant to generate an evidence base on current issues and dynamics driving displacement in northeast South Sudan and neighbouring border areas by investigating trends and community perspectives to assess the possibility of cross-border peacebuilding/resilience programing and if so, to develop a harmonized design for future potential programming.
