Background
Miyamoto International, Inc. (“Miyamoto”) is seeking a short-term consultant to, in collaboration with Miyamoto Program Managers in Costa Rica, Colombia, Mexico, and Guatemala, lead the design and development of baseline data collection tools using a mixed-methods approach. This work will be for Miyamoto’s USAID/BHA PPREPARE Programs in these aforementioned countries.
The goal of the PREPARE programs is to strengthen and institutionalize the risk management and response capacity of public disaster authorities and private-sector partners in earthquake-prone and highly vulnerable urban settings.
Tasks
The consultant will design and conduct a survey to capture baseline knowledge and capacities of national/municipal-level DRR authorities and private-sector stakeholders as they relate to seismic risk preparedness and response. At the conclusion of the programs, Miyamoto will conduct an end-line survey and evaluation to measure progress against established indicators and targets.
In addition to designing and supporting implementation of the baseline survey, the consultant will develop a monitoring and evaluation plan with which to guide program implementation, track results and measure performance.
Timeframe
The design and development is expected to take place over 8 days beginning in November 2020.
Minimum Qualifications
- A graduate degree (PhD, MA, MSC or similar) in an area relevant to M&E;
- At least 10 years of professional experience in designing, managing or evaluating international development programs, preferably with a focus on DRR;
- Strong presentation and writing skills; and
- Fluent in English and Spanish
