Program / Department Summary
Following Hurricane Maria, Mercy Corps is supporting relief and recovery efforts in Puerto Rico. We have a team in Puerto Rico that is working with local organizations to deliver humanitarian assistance and rebuild communities ravaged by the hurricane and other disasters. As we see elsewhere around the world, disaster recovery and resilience requires a concerted, multi-stakeholder effort that involves meaningful coordination among local organizations, government agencies, and communities.
The Monitoring & Evaluation (M&E) unit exists to strengthen the monitoring efforts of Mercy Corps programs. The M&E unit provides technical support service to programs. The aim of the M&E unit is to assist programs in specific activities that help quantify, analyze, and document the impacts and outputs of Mercy Corps’ programs including data collection, data management, data analysis, and mapping. The M&E Unit conducts surveys, manages program data, maps program activities, provides reports and participates in monitoring and evaluation activities. The M&E unit has staff that support monitoring, reporting and database management.
General Position Summary
The M&E, Reporting Officer will temporarily lead monitoring and evaluations program activities for Mercy Corps Puerto Rico current portfolio (<$1M). The M&E and Reporting Officer will work on the design of evaluation and monitoring tools to measure current program progress, goals achievement, and will inform findings to the SMT and Program Manager regularly.
M&E and Reporting Officer will backstop and support programmatic activities through regular oversight and coordination of all reporting, and proposal development when needed. S/he will prepare high quality and timely emergency response donor reports. S/he will assist the Country Director with other reporting activities including: responding to information requests, writing success stories, and monitoring and reporting on program impact. S/he will coordinate with donors, partners and other NGOs as required by the Country Director and Program Manager and will attend key coordination meetings and prepare internal reports on those meetings.
Essential Job Responsibilities
Documentation & Reporting
● Prepare reports for donors, partners, and government on program progress, ensuring all reporting requirements donors are met on time and in a quality manner.
● Supports the Country Director by responding to information requests, drafting success stories, and monitoring and reporting on the impact of the response program.
● Supports to ensure quality of program writing, including program activity plans, reports and informal updates.
● When appropriate, develop and release public communications in conjunction with Mercy Corps communications teams.
Monitoring and Evaluation
● Coordinate with Program Manager to establish and maintain effective program reporting, monitoring and evaluation systems for both internal and external use for timely and smooth monitoring of program progress and impact and make program adjustments accordingly.
● Support the maintenance of monitoring, tracking and reporting systems, tools and templates that enhance monitoring of program outputs and quality, generate quality evidence on program impact, and promote and ensure use of data for decision-making processes.
● Provide technical support and capacity-building for assessments and evaluations.
Program Support
● Will support programs overall closing phase
● When needed will work with the Country Director and field team to draft concepts and proposals to private and government donors, working closely with HQ program officers.
Communications & Representation
● Ensure compliance with all donor/organizational communications initiatives.
● Facilitate information sharing among internal and appropriate external audiences.
Coordination and Stakeholders
● Use efficient and timely communication/information exchange to support effective operational decisions.
Organizational Learning
● As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
Accountability to Beneficiaries
● Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Knowledge and Experience
● Minimum BA in related fields, including business administration, evaluation, and international affairs or commensurate field experience; MA preferred.
● 3-6 years international development experience preferred.
● Knowledge of program monitoring and evaluation systems and methodologies.
● Familiarity with US and EU grant management experience preferred, with special attention to reporting requirements.
● Demonstrated effectiveness communicating program objectives to a wide audience required;
● Excellent oral and written English skills are required. (Spanish, preferred)
● Ability to work effectively with a diverse team in a sensitive environment.
● Extensive experience working in Puerto Rico and/or thorough contextual knowledge of the region preferred.
Success Factors
The successful Monitoring & Evaluation and Reporting Officer will demonstrate the ability to multitask, meet deadlines and process information in support of changing program activities with a high level of accuracy and integrity – in line with Mercy Corps standards.
Living Conditions / Environmental Conditions
The position is based remotely, the duration of the STA can be 100% from a remote location. All MC Puerto Rico employees are expected to work a five day work week.
Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/ short-term assignment to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and Mercy Corps’ policies, procedures, and values at all times and in all in-country venues.
