Background
Siren Associates is a non-profit organisation working in Jordan with national authorities, civil society and international organisations on programmes that contribute to developing safe and secure societies where there is equal access to justice and freedom from fear.
Siren has a proven track record in Jordan, specialising since 2013 in community policing and increasing access of marginalised communities to protection and safety services, both in refugee camps and host communities. Our portfolio of programmes includes the implementation of community-level quick impact projects, the rehabilitation of community safety spaces, and training and mentoring for community police, community organisation staff and community pioneers.
Through a Public Perception Survey into community safety conducted by Siren Associates in May 2020, Siren identified that cybercrime was a concern of over one third of the population, both host community and refugees. Further research was then conducted into the types of cybercrime which most impact community members, revealing cyber-bullying, blackmail, and sexual harassment and exploitation to be of immediate concern.
Siren Associates is thus looking to identify an expert in these types of community-based cybercrime (cyber-bullying, blackmail and SGBV) – with a strong background in engagement with community organisations and marginalised groups – to support project design and implementation. N.B. We are not looking for expertise in national security cyber-threats (such as banking fraud, terrorism, etc).
Scope of role
The Cybercrime Expert will be expected to do the following – or similar – tasks:
§ Support the project needs assessment and context analysis, including supporting the design of data collection tools and stakeholder analysis.
§ Support project design, including the development of the theory of change and intervention strategies.
§ Review key project strategy documents.
§ Support regular project review and learning sessions, identifying bottlenecks and suggesting solutions, identifying best practices and areas for improvement.
§ Work with RAMEL Experts (in particular Gender, Equality & Social Inclusion Expert and Conflict Sensitivity Expert) to support mainstreaming of GESI and Conflict Sensitivity into project design, implementation and evaluation.
§ Conduct targeted, short trainings or mentoring sessions with internal Siren staff and with key project stakeholders where there are identified needs or requests.
Profile description
Essential
§ 15 + years’ experience working on community-based cybercrime and community safety, including on international development projects. This should include previous experience advising on cybercrime considerations on large scale, complex projects or programmes.
§ Previous experience working with vulnerable people/groups, including survivors or those at risk of SGBV, under-valued young people, etc.
§ Extensive experience working internationally, preferably with up-to-date knowledge of Jordanian, or Middle Eastern, context.
§ Advanced degree, or relevant demonstrable professional experience
§ Fluent spoken and written English.
Desirable
§ Knowledge of Jordan and the socio-cultural context.
§ Experience working with police, particularly cybercrime units, a plus
§ Previous publications on cybercrime a plus.
§ Spoken and written Arabic.
§ Training experience and qualifications.
