**1. Objective

Flowminder is seeking a consultant to work as a gender and immunisation specialist for the Mapping for Health in DRC project. They will support the development of effective project level strategies and approaches to address barriers to equity in immunisation access and coverage, including sex- and gender-based factors and other intersecting determinents of health.

The consultant will work with the two national consultants recruited for the project, one in Kinshasa and one in Kasai.

  1. Background information

The Mapping for Health in DRC project aims to strengthen the effectiveness and equity of vaccination interventions in the Democratic Republic of the Congo (DRC) through the provision of technical assistance for the development of micro-plans, and harmonised and integrated spatial demographic and health data. Mapping for Health in DRC is led by the Ministry of Health (MoH), supported by Flowminder and the Center for International Earth Science Information Network at Columbia University (CIESIN), in collaboration with the WorldPop research group at the University of Southampton (UoS) and their partners. Mapping for Health in DRC is a continuation of previous GRID3 (Geo-Referenced Infrastructure and Demographic Data for Development) work in the DRC. In combination with these interventions, Mapping for Health has a set of related gender and equity integration and capacity development activities to help stakeholders involved in microplanning and vaccinations at supply and demand sides, to address gender and other intersecting barriers to increase use, reach and coverage to the most underserved women, men, girls and boys. The overall objective is for the national vaccination program to have gender capacity to collect, analyse and devise gender responsive vaccination strategies in consultation with male and female community groups and relevant civil society partners to reach those left behind.

  1. Description of services required

  2. Lead the organisation of a roundtable with a mix of participants from government, INGOs, NGOs and Womens’ Rights Organisations to share lessons learned, good practices and devise joint actions to promote gender equality and inclusion in DRC’s health sector and immunisation response

  3. Design and support the national consultants in setting-up a working Group on Gender, Equity and Health in DRC with a mandate to promote gender responsiveness and inclusion in health

  4. Refine the existing draft of the GBA+ Barrier-Identification/Action Planning Tool based on the feedback from the first training of trainers session

  5. Provide technical advice and support of a training of trainers (ToT) on gender equality and social inclusion integration in immunisation and health programs in Kinshasa, DRC

  6. Provide technical advice and capacity building to scale-up the training of Trainers (ToT) to zonal level multisector gender awareness raising and piloting of a GESI-barrier analysis and planning tool to address barriers to vaccination access and coverage in vaccination strategy development, planning, implementation and monitoring

  7. Plan for sustainability of the Working Group on Gender, Equity and Health in DRC running past end of project

  8. Design and complete the endline Study of Gender Mainstreaming in Immunisation Response in DRC (self-assessment)

  9. Submit a final GBA+ Barrier-Identification/Action Planning Tool aligned with user-needs

  10. Review and report on GE strategy and GEDAP progress and results in Project Implementation Plan, M&E Plan, progress reports, final report and review forum (Steering Committee meeting)

  11. Support the team to identify further GE funding opportunities in line with Flowminder vision and mission

  12. Period performance

75 days between January 2021 and July 2021

  1. Qualifications and Experience

Education:

  • Advanced University degree in Gender Studies, Social Sciences, Social and Behaviour Change Communication, Anthropology, International Development, Public Health or other relevant degree;

  • Specialisation in Gender and Development essential

  • Specialisation in Immunisation highly desirable

Work Experience:

  • A minimum of five years of progressively responsible professional work experience in the field of gender, preferably working on immunisation and the health sector within similar organisations at national and international levels in programme planning and implementation, management, monitoring and evaluation;

  • Hands on developing country experience highly desirable;

  • Experience of working with bilaterals, multi laterals and global health partnerships;

Skills/Competencies:

  • Analytical skills and conceptual thinking;

  • Ability to actively listen and facilitate solutions to complex challenges;

  • Track record to work effectively in a team environment;

  • Proven ability to work effectively with different stakeholders, including civil society organisations, international organisations and governments;

  • Excellent written and oral communications skills;

  • Demonstrated experience with information management;

  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside of the organisation.

Languages:

  • Working knowledge of French and English essential

  • Additional information

The project is taking place in the Democratic Republic of the Congo, though the work is being performed in Southampton (United Kingdom) and is being done in collaboration with partners in the U.S and in Switzerland. The consultant can be based remotely though occasional travel to Southampton may be necessary. Additional travel to Kinshasa in DRC may also be necessary. Reasonable travel costs will be reimbursed in line with Flowminder Travel Expenses Policy.
