About BRAC South Sudan

BRAC South Sudan is legally registered as a branch of Stitching BRAC International with the government of the Republic of South Sudan. Since its inception in 2006, BRAC South Sudan has implemented various programs in education, youth empowerment, agriculture, food security and livelihoods, health, emergency response and microfinance. In 2017, BRAC South Sudan down-scaled its operations as a result of the heightened conflict that had made BRAC’s programmatic operations extremely difficult. In 2019 BRAC South Sudan gradually re-opened operations in South Sudan with programmatic focus on education, health, youth empowerment, agriculture and livelihoods, water and sanitation, and climate change. Currently BRAC South Sudan is actively working in the four states of Eastern Equatoria, Central Equatoria, Western Equatoria and Northern Bahr el Ghazal with fully furnished offices at state and county structural levels.

About Education for Peace, Recovery and Resilience (EPRR) program

The Education for Peace, Recovery and Resilience (EPRR) is a three-year program to expand access to learning opportunities in a safe, protective learning environment while reinforcing resilience efforts and recovery trends for youth most affected by conflict in South Sudan. EPRR is implemented in consortium and is funded by USAID South Sudan. The program covers four objectives to (1) increase access to equitable learning opportunities for boys and girls, (2) improve learning outcomes through enhanced literacy and numeracy instruction, (3) enhance recovery and resilience through psychosocial support and peacebuilding activities, and (4) increase the capacity of communities to support education and increase ownership to maintain education facilities. Under EPRR program, BRAC will implement non-formal education activities in Eastern Equatoria, Northern Bahr el Ghazal, Central Equatoria, and Early Childhood Development (ECD) activities in all the program areas. BRAC will reach an estimated 559 school locations for a total of 116,500 learners with a lean staff of 7 full-time staff members.

Job Summary

The Youth Empowerment Specialist will be responsible for the day-to-day management of youth empowerment activities in Eastern Equatoria for the USAID-funded Education for Peace, Recovery, and Resilience (EPRR) project. EPRR is a three-year USAID funded project that will provide flexible and responsive education services for conflict affected children and youth in South Sudan. The Education Training Specialist’s responsibilities include oversight of implementation of at least 143 youth clubs, specifically for adolescent girls and young women; supervise 10 Master Mentors; facilitate delivery of BRAC’s ELA Mentor Orientation and refresher trainings for the Master Mentors; provide quality assurance of clubs; contribute to reporting processes; and manage key community and partner relationships. They will report to the Program Manager and be based in Torit, Eastern Equatoria.

Main Responsibility of the role

● Establish youth clubs for adolescent girls and young women using BRAC’s Empowerment and Livelihoods for Adolescents (ELA) model and curriculum, which includes but is not limited to:

○ Identifying safe spaces for ELA clubs to meet

○ Recruiting Master Mentors and Volunteer Mentors

○ Oversee Master Mentors and Volunteer Mentors’ recruitment of ELA members to the clubs

○ Tracking the ELA activities budget and spending

○ Coordinating delivery of necessary materials for clubs, including menstrual hygiene kits, sports equipment, pens and pencils, notebooks, etc.

○ Ensuring quality outputs of ELA such as meetings are held regularly with good attendance, curriculum is delivered with fidelity by mentors, etc.

○ Coordinating with BRAC experts on youth empowerment

● Supervise 10 Master Mentors

○ Ensure monthly stipend payments to Master Mentors and Volunteer Mentors

○ Adhere to BRAC South Sudan Volunteer Policy

● Support adaptation of ELA model for South Sudan

● Coordinate with relevant stakeholders

● Conduct monitoring and training visits to ELA clubs

● Deliver Training of Training (TOT) for Master Mentors on curriculum

● Deliver monthly refresher trainings for Master Mentors and ensure quality of refresher trainings to Volunteer Mentors by observing refresher trainings delivered by Master Mentors

● Coordinate establishment of club management committees, which is comprised of community leaders (government, religious, parents of members, etc.), to ensure community buy-in and support operations of the clubs

● Lead community engagement activities as necessary

● Monitor implementation of curriculum, address and report any emerging issues, and mitigate risks

● Liaise with EPRR partners

● As determined by EPRR project leadership, represent the EPRR project and BRAC South Sudan in relevant state-level coordination groups on youth issues

● Contribute to project reporting processes and document success stories, case studies, best practices and lessons learned

Required Qualifications/Person Specifications (Experience, Knowledge and skills)

● Bachelor’s degree in Education, Education Management, Sociology, Social Work, Development Studies and Community Development or related field preferred

● At least 2 years’ experience working with NGOs, Education, youth empowerment, child protection or related programs in South Sudan, preferred, or similar contexts

● Knowledge of and experience working on US Government, particularly USAID-funded projects or other funders preferred

● Experience working with youth aged 13 to 18, preferred

● Experience delivering training for project staff and volunteers required

● Experience supervising volunteers, staff and teams, preferred

● Strong writing and editing skills

● Excellent communication, interpersonal, presentation and networking skills

● Strong project management skills, including logistics and operations

● Strong written and oral English language
