• Develop and maintain a key personnel roster for standard positions in IRC sectors
• Develop materials and train and mentor regional/in-country recruiters on recruiting for competitive DFID/USAID proposals
• Work closely with country program and business development staff (remotely or in-country) to recruit international and national staff for senior-level positions on specific proposals
• Contribute to development/updating of salary scales for senior positions on large USAID/DFID projects, including maintaining an understanding of the market for these types of positions (salaries, allowances, etc.)
• Provide support to the BD team on HR related issues such as determining salary ranges, salary banding, and guide the team through the recruitment approval process
• Develop and maintain an understanding of relevant USAID/DFID personnel policies and procedures through professional contacts, conferences and review of donor policies
• May contribute writing for personnel sections of proposals including candidate’s CVs to address qualifications required for roles specified in proposals
• Develop relationships with regional/in-country recruiters and BD staff and collaborate closely with the Global Compensation Team, Regional HR Partners, Regional Vice Presidents and Technical Unit Leaders
• Maintain/expand and manage a proposal consultant roster (proposal leads and writers)
• Expand the capacity of hiring teams to identify talent via improved interview skills & ability to specify critical needs
• Manage complex recruitment assignments that require creative application of social media, networking and referrals to address specific recruitment challenges
Qualifications
• Bachelor’s degree or equivalent in human resources, business administration, social science or relevant discipline
• 4+ years of recruitment experience on competitive, donor-funded, international development proposals/projects with experience with USG (preferably USAID). DFID/FCDO experience a plus.
• Broad knowledge of employee relations, compensation & benefits, staffing, training and development, and basic US labor laws
• Experience organizing and conducting recruiting trips overseas in support of proposals.
• Experience mentoring/coaching local staff overseas.
• Experience sourcing and headhunting candidates
• Demonstrated experience and ability to create, implement, maintain and improve recruitment strategies and systems in a high-volume context.
• Demonstrated experience and ability to work closely, guide and influence senior leaders
• Ability to travel domestically and internationally up to 30%.
• Ability to communicate effectively across diverse cultures and geographical distances with sensitivity.
• Fluency in English required; fluency in French, Spanish or Arabic a plus.
