Chemonics seeks a HIV/AIDS program ofor the ongoing USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) in Ghana. The project aims to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The HIV/AIDS program officer will provide technical support to and liaise closely with the Ministry of Health (MoH), Ghana Health Services (GHS), and other key stakeholders to ensure an improved supply chain for HIV/AIDS commodities in-country. This position will be based in Accra, Ghana with intermittent travel throughout the country. Responsibilities include:
- Coordinate and provide technical support to the MoH/GHS in HIV/AIDS commodity management, distribution, and national forecasting
- Support the MOH/GHS to regularly update and share supply plans detailing commitments and orders by the various funders e.g. Global Fund, USAID, government of Ghana
- Provide oversight in the management and monitoring of the pipeline for HIV commodities, highlighting gaps in commodity procurement and delivery
- Provide supply chain technical assistance to the MoH/GHS for the implementation of multi-month dispensing of ARVs
- Support MoH/GHS to triangulate clinical and site level logistics data and share with stakeholders to ensure ARVs are available and fully optimized
- Regularly report on commodity stock analysis, as well as health facility performance as relates to HIV commodity and case management
- Collaborate with the MOH/GHS to conduct monitoring and supportive supervision visits to provide supply chain on-job-training and monitor performance to ensure continuous commodity availability
- Identify and inform leadership of potential short-term technical assistance needs as required
- Support the MoH/GHS to improve supply chain data visibility through the use of the GhiLMIS
- Support supply chain governance structures and technical working groups with data analytics for improved in-country HIV supply chain decision making
- Assist with preparing annual work plans, quarterly and annual reports, activity reports, and other related communications
Qualifications:
- Bachelor’s degree in health systems, public policy, supply chain, or a related field required; advanced degree preferred
- Minimum of five (5) years of relevant work experience
- Experience working on a USAID or donor-funded project will be an added advantage
- Experience building effective relationships with cooperating partners and stakeholders, especially government counterparts at national and regional levels
- Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment
- Demonstrated leadership, versatility, and integrity
- Fluency in English required
