BRAC South Sudan is legally registered as a branch of Stitching BRAC International with the government of the Republic of South Sudan. Since its inception in 2006, BRAC South Sudan has implemented various programs in education, youth empowerment, agriculture, food security and livelihoods, health, emergency response and microfinance. In 2017, BRAC South Sudan down-scaled its operations as a result of the heightened conflict that had made BRAC’s programmatic operations extremely difficult. In 2019 BRAC South Sudan gradually re-opened operations in South Sudan with programmatic focus on education, health, youth empowerment, agriculture and livelihoods, water and sanitation, and climate change. Currently BRAC South Sudan is actively working in the four states of Eastern Equatoria, Central Equatoria, Western Equatoria and Northern Bahr el Ghazal with fully furnished offices at state and county structural levels.

About Education for Peace, Recovery and Resilience (EPRR) program

The Education for Peace, Recovery and Resilience (EPRR) is a three-year program to expand access to learning opportunities in a safe, protective learning environment while reinforcing resilience efforts and recovery trends for youth most affected by conflict in South Sudan. EPRR is implemented in a consortium and is funded by USAID South Sudan. The program covers four objectives: to (1) increase access to equitable learning opportunities for boys and girls, (2) improve learning outcomes through enhanced literacy and numeracy instruction, (3) enhance recovery and resilience through psychosocial support and peacebuilding activities, and (4) increase the capacity of communities to support education and increase ownership to maintain education facilities. Under EPRR program, BRAC will implement non-formal education activities in Eastern Equatoria, Northern Bahr el Ghazal, Central Equatoria, and Early Childhood Development (ECD) activities in all the program areas. BRAC will reach an estimated 559 school locations for a total of 116,500 learners with a lean staff of 7 full-time staff members.

Job Summary

The ECD Advisor will provide technical leadership for the early childhood development components of the USAID-funded Education for Peace, Recovery, and Resilience (EPRR) project. EPRR is a three-year USAID funded project that will provide flexible and responsive education services for conflict affected children and youth in South Sudan. In addition to providing technical leadership for EPRR’s ECD components, the ECD Technical Advisor will be responsible for leading the adaptation and implementation of BRAC’s signature approach to early childhood education and development called Play Labs in South Sudan. The ECD Advisor will report to the Deputy Country Director and manage two ECD Specialists.

Main Responsibility of the role

● Lead the adaptation of BRAC’s Play Lab curriculum in South Sudan

○ Work closely with BRAC International’s ECD experts

○ Contextualize the Play Lab model for South Sudan

○ Coordinate with ECD technical working groups in-country

● Oversee the establishment of 90 Play Labs in Eastern Equatoria and Western Bahr el Ghazal

● Ensure existing ECD centers supported by EPRR receive teaching and learning materials produced by the project

● Conduct monitoring and training visits to Wau, Jonglei and Bor

● Develop and deliver Training of Training (TOT) for ECD Manager and Training Specialists to train master teachers and volunteer play leaders on Play Lab curriculum

● Adapt monthly refresher trainings to South Sudan for Master Teachers

● Adapt capacity building materials for center and school management committees for Play Lab committees

● Monitor implementation of Play Lab curriculum, address any emerging issues and mitigate risks

● Promote and facilitate child rights and gender inclusion in EPRR’s ECD components

● Ensure project team and relevant others, including play lab leaders, parents and project stakeholders are responsible for adhering to BRAC South Sudan’s child protection policy

● Liaise with project partners

● As determined by EPRR project leadership and BRAC South Sudan leadership, represent the EPRR project and BRAC South Sudan in relevant country-level coordination groups that focus on ECD (e.g. education cluster, child protection cluster)

● Contribute to project reporting processes and document success stories, case studies, best practices and lessons learned

● Supervise two ECD Program Manager and Training Specialists

● In coordination with the EPRR Program Manager, represent and lead BRAC’s contributions in the EPRR project consortium

Required Qualifications/Person Specifications (Experience, Knowledge and skills)

● Bachelor’s degree required. A Master’s Degree in Early Childhood Care and Development, Education Management, Sociology, Social Work, Development Studies and Community Development is preferred

● At least 7 years’ experience working for NGOs in education, early childhood, child protection or related programs in South Sudan, preferred, or similar contexts

● Strong leadership experience on at least one of the following areas related to ECD: policy and advocacy, research methodology, learning and child development assessment, curriculum and material development, community participation and social mobilization

● Knowledge of and experience working on US Government, particularly USAID-funded projects strongly preferred

● Experience in a supervisory role of at least 3 years, preferred

● Experience teaching early childhood education, preferred

● Experience developing training for project staff and teachers, preferred

● Excellent writing and editing skills with the ability to work under tight deadlines

● Strong communication, interpersonal, presentation and networking skills

● Excellent project management skills

● Excellent written and oral English language
