This call for applications aims to recruit an individual consultant, expert in institutional diagnosis of vocational training, development project engineering and financing negotiation.
The Expert is expected to have the following expertise:
- feasibility study and evaluation of development projects ;
- dialogue and negotiation with high-level institutional actors (ministerial level) ;
- analysis of institutional, organisational and individual capacities;
- advice to decision-makers in public administration institutions in the countries of the West African sub-region;
- results-based management ;
- monitoring/evaluation and steering of sectoral policies;
- knowledge and mastery of public administrations in West Africa;
- knowledge of the technical and vocational education and training sub-sector;
- knowledge of cross-cutting themes (agriculture, governance, gender, environment);
- knowledge of Nigeria would be a significant asset.
- the Consultant should have a minimum of 10 years of relevant experience and hold a university degree with a four-year university degree.
- the Consultant should have a very good level of French and an excellent command of English, both written and spoken.
Salairy
A service provision contract will be established by Expertise France with the expert on the basis of a fixed fee with disbursement tranches linked to intermediate and final deliverables.
Around 40 days of expertise on a 5 month-period
How to apply
Candidates must apply online on the Expertise France platform and attach their CV in the format enclosed.
They must also send a short methodological note (10 pages maximum) through which the candidate can : (i) explain their understanding of the assignment and the context (ii) present how their background and field of expertise is consistent with the assignmant (iii) propose a methodology for achieving the objectives.
The pre-selection of candidates will be carried out by Cap Compétences/Expertise France.
The final selection will be made jointly by AFD, Cap Compétences and the FAR Network.
