Level: Officer Classification: LE09 Location: High Commission of Canada in Singapore Closing date for applications: 23-12-2020 at 23:59 UTC/GMT Summary of position: The Province of British Columbia co-located in the High Commission of Canada in Singapore is seeking a dedicated and dynamic individual to work as a Senior Commercial Officer. • The Senior Commercial Officer – British Columbia is a locally-engaged employee of Global Affairs Canada providing services for the Province of British Columbia based in the High Commission of Canada in Singapore under the general direction of the Program Manager. The position is required to contribute to the planning, development and delivery of the Province of British Columbia’s trade promotion and investment attraction activities. • The Senior Commercial Officer is responsible for facilitating British Columbia origin exports and, for liaising with local businesses and investors to attract foreign direct investment to British Columbia through the development of strategic relationships and the delivery of a targeted business development program. Essential qualifications: Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications. Education: • A Bachelor’s degree or higher in Commerce, Business Administration, International Relations, Economics, Political Science, Public Administration, Engineering, Sciences or a related field from a recognized university. An equivalent combination of education/training and experience may be considered. Language: • High proficiency in English, both written and spoken Experience: • A minimum of five years’ experience in the following: o Experience in international business development, or o Foreign direct investment attraction; • Experience managing client and stakeholder relationships and in providing business service support to customers/ clients; • Experience in project management; • Experience in providing strategic advice, briefings, and written reports to management and/or clients on international business issues. • A minimum of three years’ recent experience in each of the following: o Experience working with foreign companies o Experience working as part of a trade and investment team and contributing to team objectives and outcomes. Rated Requirements: The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment. Knowledge: • Knowledge of British Columbia’s key economic sectors, businesses, geographic regions, economic strengths and interests in Singapore. • Knowledge of the role of government in attracting Foreign Direct Investment (FDI) and in promoting exports. • Knowledge of the factors that influence investment, expansion and relocation decisions. • Knowledge of trends and recent development in the Canadian and Singaporean economies. • Knowledge of customer management systems and the effective use of customer data and information. • Experience with the import/export requirements of Canada and Singapore. Abilities: • Effective communication skills (both written and verbal), strong presentation skills with experience in public speaking. • Secure, prepare for, conduct, and provide follow-up to business development meetings with exporters and investors. • Establish and sustain a network of relationships beneficial to businesses and citizens of British Columbia. • Engage with senior executives and interact effectively in senior level business meetings and events. • Critical thinking, conduct research, analyze information and provide strategic advice. • Manage multiple priorities with tight deadlines. Asset Qualifications: Applicants should clearly demonstrate on their application if they meet any of the asset qualifications: • A minimum of eight years’ experience in international business development or in foreign direct investment attraction. • Clear and current understanding and experience providing advice to clients about conducting business in British Columbia and in Singapore. • Experience in developing, planning and coordinating international trade events and business missions. • Established network of key influencers and investors in industry, government and related organizations and associations in Singapore. • Completion or willingness to complete the Forum for International Trade Training (FITT) Certified International Trade Professional certificate. • Proficiency in Mandarin and/or Cantonese, both written and spoken, is a strong asset. Organizational Needs: n/a Operational Requirements: Operational Requirements (full time, 37.5 hrs / week) • Hours of work: Mondays-Thursday: 08:00 to 16:30; • Fridays: 08:00 to 13:30; • Must be willing to travel within Singapore and internationally; and • Must be available for occasional duties outside normal working hours (i.e. evenings and weekends). Condition(s) of Employment: The successful candidate must: • The hiring or appointment of the successful candidate will be subject to obtaining Reliability Status (RS) through the Common Service section of the High Commission. Please note that RS must be maintained throughout your employment at the High Commission, as failure to do so may result in dismissal. • Ability to maintain a valid working authorization in Singapore for the duration of the employment term is a condition of employment at the High Commission of Canada.
