Main purpose of job:
The successful candidate will be responsible for assisting human resources function of the Embassy, supporting the delivery of learning & development and performance management at post, as well as accreditation for diplomatic staff. There will also be a small requirement to assist in some finance processes such as payments.
The jobholder will closely work with the Corporate Services Manager, Deputy Corporate Services Manager, HR Hub and Diplomatic Academy Regional Teams, to ensure effective delivery of this role.
Roles and responsibilities / what will the jobholder be expected to achieve:
Operational Human Resource Management 30%
- Lead on local HR policy, employment terms and conditions and operations working closely with HR Hub.
- Ensure global HR policies and local laws are followed.
Recruitment 15%
- Support local recruitment processes with hiring managers and ensure local LM’s are aware off, and follow local recruitment policy.
- Own, review and update on-boarding and exit processes and documents, ensuring they are up to date and relevant e.g. new staff welcome pack.
- Manage local recruitment schemes including interim personnel pool and internships.
- Maintain the local staff charter up to date, in conjunction with Local Staff associations.
Arrivals and Departures 15%
- Own the arrival and departure processes for diplomatic staff and their families ensuring processes are efficiently managed to meet required deadlines e.g. ‘warm’ calls for diplomatic arrivals.
- Maintain records on current and future arrivals and departures to ensure proactive administration.
- Take on CLO role and work with CST to create and maintain post welcome and departure packs. Seek and collate regular feedback from customers.
Protocol Administration 15%
- Develop and maintain strong relationships with key contacts in local MFA.
- Design and continually improve protocol arrival and departure processes including hand offs with other teams.
- Complete internal and external returns related to diplomatic staff and their families.
- Advise and support the visa process for work-related travel for diplomats.
- Complete import and export processes for diplomatic staff and their families (vehicles, heavy baggage and airfreight).
- Provide regular, clear and timely updates on protocol issues.
Performance Management 10%
- Manage local disciplinary and misconduct procedures, advise and guide post leadership on bullying, harassment and discrimination issues.
- Act as local performance management champion, working closely with global HR teams.
- Oversee performance management process for LE staff including leading on the process of appraisal moderation in co-ordination with the moderation panel.
Finance Processes 10%
- Assist with weekly payments to local suppliers, as well as charging other government departments.
- Assist with bi-annual tax reclaim process with Peruvian government (Sunat).
General Admin & Team Support 5%
- Support other members of the corporate services team as required.
- Participate in post crisis activity and post committees e.g. Post Management Committee, Local Staff Association, & L&D Committee.
- Act as main contact for the locally engaged staff association.
Resources managed (staff and expenditure):
Budget oversight of the L&D budget
- Minimum of 2 years’ experience in HR.
- Ability to get things done with minimal supervision. Strong people skills and an ability to influence at all levels.
- Dynamic, well organised self-starter with excellent communication skills.
- Excellent team working skills, with strong ability to build co-operative working relationships across a large network, including external contacts.
Language requirements: Native Spanish speaking and native / near native English speaking. This will be tested.

Working patterns: Post provides flexible working options where staff can start between 7am and 9am, and finish between 4pm and 6pm.
Candidates must be eligible to live and work in Peru in their own right. The successful candidate will be subject to a security clearance and professional reference checks. The successful candidate must have a valid Peruvian Carnet or DNI.
