Brief of SDI

Social Development International SDI is a non-profit NGO established in 2015 and duly registered in Turkey, which provides humanitarian assistance to affected people in Syria.

SDI services are covering northern Syria areas through its programs which are SNFIs, health, nutrition, education, WASH, protection, FSL and CCCM.

Since the beginning of SDI interventions until the end of 2019, the number of beneficiaries exceeded two million people, with a total spend of more than fourteen million dollars.

Job Title: MEAL Officer

Duty Location: Turkey Gaziantep

Reporting Line: MEAL Coordinator

Contract Type: Fixed Term Full Time

Probation: 3 months could be extended

Job Summary

SDI is seeking a qualified and highly motivated individual who can ensure that SDI’s programs in Turkey/ Syria maximizes local community participation and capabilities. The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will support the MEAL Coordinator in development of effective systems to analyze trends, monitor and evaluate programming. The MEAL Officer will raise initiatives among all sectors to ensure high quality of SDI’s programs implementation.

Tasks and Responsibilities

  • Develop and/or update M&E tools, databases and monthly reporting formats in close collaboration with the MEAL focal points/sectoral managers.
  • Conduct data audits and analysis to ensure high quality data, compile a report with relevant indicator data per grant, showing targets versus actuals and an action plan and send this to the Field Coordinator, MEAL Coordinator, and Technical Managers and Coordinators on a monthly basis.
  • Advise staff on data management and storage to field staff, in collaboration with MEAL Coordinator.
  • Ensure relevant, timely, and quality support to the Field team on assessments and evaluations; i.e. support in developing the survey tools, data analysis and report writing.
  • Attend and participate in meetings with program Managers and Officers on project monitoring and learning updates, achievements, challenges.
  • Provide documentation and dissemination of key findings stemming from monitoring, assessment, and other learning activities.
  • Track and ensure organized, comprehensive electronic filing of documented findings/analyses.
  • Support programs planning processes, particularly on intervention and contribute to ensuring adherence to international quality standards.
  • Support the development of logical frameworks and MEAL plans in project proposals, in consultation with the MEAL Coordinator.
  • Support MEAL and project staff in timely development and implementation of monitoring framework and tools.
  • Keep up-to-date feedback files of beneficiaries’ feedback and complaints.
  • Translation of data to the required language of the reports.
  • Working with the MEAL team in Syria to brief them on upcoming activities, methodologies, and research tools for MEAL activities.
  • Coordinate with other departments especially with programs team to ensure all potential data collection needs are addressed.
  • Respect and apply all the PSEA principles, and show high commitment to report any SEA action**

Related or additional tasks

Under direct supervision of MEAL coordinator, the MEAL officer will be working in close collaboration mainly with MEAL team and in some cases with program teams. S/he will be responsible to support in various tasks including the following activities; data entry, database review, data cleaning, documentation & archiving, coding tools and reports translation

Position Qualifications – Competencies
Knowledge:

  • Academic Certificate in relevant studies is preferred
  • Three years of NGO experience
  • Two years of MEAL experience
  • knowledge of Data Base management and analysis
  • knowledge of Power BI is plus
  • knowledge of Kobo is Plus
  • English skills is a must
  • Proven experience in report writing is a must
  • Advanced experience of MS Office is a must
  • Database operation highly preferred

  • Excellent interpersonal and communication skills. Patient and excellent listener.

  • Ability to plan, and conduct training in all areas of MEAL.
  • Team worker. Ability to mobilize people and to develop and promote good relationships with staff and communities to ensure their participation in SDI’s activities.
  • Able to meet deadlines and work under pressure.
  • This position will require to permanently engage with male and female community members through phone calls.
