LE-08 (Position classification under revision, salary subject to change) Level: Manager Classification: LE-08 Location: Canada House, Trafalgar Square SW1 Closing date for applications: 10-01-2021 at 23:59 UTC/GMT Summary of position: Under the general supervision of the Deputy Management Consular Officer (Property), and with the support of mission staff and contractors, the Chancery Property Manager has overall responsibility for the management of 5 Trafalgar Square and 2-4 Cockspur Street, housing the High Commission of Canada as well as a demised property with a tenant. The Chancery Property Manager manages contracts related to property services, including the overall Property and Facility Management Services (PFMS) contract; provides expert technical advice; oversees all activities related to the management of the Chancery buildings; identifies, plans and implements projects related to the maintenance, repair, improvement, and modernization of the Chancery buildings. The Chancery Program Manager is also responsible for managing a team of employees and budgets related to the Chancery buildings. Essential qualifications: Candidates will initially be screened on the essential qualifications below and must demonstrate in their cover letter how they meet these criteria. Education: • A bachelor’s degree or a minimum level 4 (HNC) in construction, engineering, surveying, civil engineering, building engineering, infrastructure, architecture, construction, facilities management, project management or a specialization relevant to the position. Language: • Professional written and oral communication in English Experience: • Minimum five years experience of supervising staff and of leading a team, within the last eight years • Minimum five years work experience in non-residential facility or property management, within the last eight years; hotel facilities management experience is welcome. Rated Requirements The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment. Knowledge: • Knowledge of building systems with a broad general knowledge of civil, structural, architectural, mechanical, electrical and environmental engineering; • Knowledge of legislation, codes and standards pertaining to Property Engineering & Mechanical Matters in United Kingdom with emphasis on life and fire safety codes and standards. • Knowledge of property management practices, including maintenance schedules; service records • Knowledge of project management practices including scope, time, cost, and risk; financial budgeting, planning and forecasting. • Knowledge of environmental principles and sustainable environmental management practices; Abilities/Competencies: • Ability to manage multiple tasks and prioritize work. • Ability to to provide technical analysis and evaluation including conducting on-site examination of problems and recommending sound solutions, resolve issues related to clients, scope and price. • Ability to direct the work of others, including contractors, professionals, etc. • Ability to write correspondence and reports in a professional manner • Ability to complete and relay facts related to incidents (damages, etc.) • Computer skills in Microsoft Suite (Outlook, Word, Excel, Project and Power Point) Personal Suitability • Client focus • Initiative and good judgement • Team-work • Tact/Discretion Asset Qualifications: Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV. • Membership of a professional institution i.e. MRICS, CEng, MCIBSE, MAPM, CIOB, IMechE or IET or similar; • Experience in the public sector, an international organization or a diplomatic mission; • Ability to communicate effectively in French both orally and in writing; • Experience with SAP; • Knowledge of trends and technologies in building maintenance and property services. • Knowledge of environmental principles and sustainable environmental management practices.
