Summary of position:
Under the authority of the Director of the Québec Office in São Paulo (BQSP), the person holding the position of Administrative and Public Affairs Assistant (LE-06 level) works primarily to promote Quebec’s international interests in Brazil, in the priority areas defined by the authorities of the Ministry of International Relations and Francophonie (MRIF) and other ministries involved. For administrative tasks, the person ensures the proper functioning of the BQSP, including being responsible for managing contacts and reporting. The incumbent plans, coordinates and provides the necessary material organization for major events. The person acts as principal contact with the central administrative bodies at the headquarters in Quebec City and in the Consulate General of Canada in São Paulo. He/she proactively maintains relationships with local institutions and businesses, professional associations and government agencies, and coordinates and responds to inquiries made to the BQSP. With regard to the public affairs component, the person supports the various aspects of Quebec’s action in Brazil (educational affairs, francophonie, culture, cooperation, public diplomacy, etc.) and may perform related tasks if necessary. The person contributes more widely to the influence and reputation of Quebec in Brazil, in particular by developing tools and marketing events with the objective to promote Quebec. The incumbent participates in trade, educational and cultural events, conferences, seminars and other activities of interest to promote Quebec and its sectors of excellence. The scope of the tasks entrusted and the context in which the resources are limited requires leadership and a high degree of autonomy a strong sense of initiative.

 

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education
Bachelor’s degree from a recognized university in a discipline related to the job requirements e.g. political science, international studies, modern history, journalism, communications, economics, or another related field. Demonstrated equivalency through a combination of education, training and/or experience for at least four years would be acceptable.

Language
Fluency in French (oral and written);
Fluency in Portuguese (oral and written);
Working knowledge of English (oral and written).

Experience
Minimum of two (2) years’ experience in a field related to employment.

Rated Requirements

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge
Understanding of Québec society on the historical, political, economic, social and cultural levels as well as with respect to its international governmental action;
Knowledge of the political, economic and social situation in Brazil, its government policies and priorities, and the international challenges facing it; Knowledge of the functioning of the bodies that make up the various levels of governance in Quebec and Brazil;
Knowledge of current international issues and impacts at the regional level in Latin America;
Knowledge in translation and interpretation in both directions between Portuguese, English and French in a professional environment; Knowledge working with social media tools;
Knowledge of computer programs such as Excel plus others.

Abilities/Competencies
Ability to coordinate and monitor different files simultaneously;
A sense of initiative, with discernment, autonomy and adaptability to complex and changing situations;
Ability to work under pressure and anticipate time accordingly, in an office environment requiring rapid and concise drafting and dissemination of information;
A professional, welcoming and proactive approach focused on assisting clients and co-workers; Critical analysis for the purpose of gathering and processing information to draw appropriate conclusions and propose actions accordingly (recommendations based on research and analysis).
Ability to establish and maintain a high-level network of contacts, with business people, as well as with governmental and institutional interlocutors;
Ability to interact with others (interpersonal, intercultural and communication skills);
Ability to practice diplomacy and respectful and courteous behavior with the various interlocutors encountered;
Ability to develop team spirit and dynamic and sustainable collaborations.

 

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

The following criteria may also be considered. Preference may be given to candidates demonstrating the most criteria.
Languages: Ability to translate and interpret Portuguese to French and / or English, and vice versa.
Experiences: Relevant experience in the employment of the Government of Quebec would be considered a bonus. Experience working with Quebec and / or Canadian institutions would be considered a bonus. Knowledge: Ease with official protocol and its practices.

Operational Requirements:
Weekend work and overtime on short notice may have to be performed and ability to travel within or outside the country may be required.
