UNDP is committed to augmenting the capacity of the GIROA to administer Rule of Law and improve security and justice service-delivery for all Afghan citizens. As the lead Rule of Law institution in the country, improving the ability of the Ministry of Interior Affairs (MOIA) to fulfill its mandate remains critical to the overall stability of Afghanistan and its people. As the UN’s primary development agency, and a longstanding development partner to GIROA’s Rule of Law and Security sector, UNDP Afghanistan plays a leading role in facilitating institutional reform and development of MOIA. UNDP has operated the LOTFA since 2002. LOTFA was created to support the establishment, payment, equipment and training of the police force in Afghanistan. The central goal is to support the GIROA in achieving a paid, professional Afghan National Police (ANP) and staff of the General Directorate for Prison and Detention Centres (GDPDC) that deliver essential services to the Afghan people for improved public trust, safety and security and to support improved rule of law enforcement. Based on consultations conducted between UNDP, the GIROA and donors during 2017, a growing view emerged that the scope of LOTFA should be expanded to include the entire justice chain (police, courts and prisons) and cover all institutions across the entire Rule of Law sector, with an increased focus on anti-corruption. Simultaneously, the LOTFA structure has been revised to bring it more in line with international standards and best practices on Trust Fund management and administration. The new Trust Fund Terms of Reference (TOR) and Strategic Framework were approved by the LOTFA Steering Committee in November 2018. The Multi-Partner Trust Fund’s (MPTF) Strategic Framework defines the strategic objectives that are organized according to the four established ‘Thematic Windows’, i.e. 1) Security, 2) Justice, 3) Anti-Corruption and 4) MOIA Payroll Organizational context of the position: The M&E team within the LOTFA Trust Fund Management Unit (TFMU) produces survey/assessment/ evaluation reports as well as communications and outreach materials such as newsletters, annual and progress reports, brochures, factsheets, briefs, and more. LOTFA TFMU requires services of a Visual/Graphic Designer to convey key messages with creative and catchy graphic designs of its publications, reports and other communications and outreach materials. The International Consultant (Visual/Graphic Designer) will work under the direct supervision of the LOTFA M&E Team Leader and will work closely with the rest of LOTFA team members to produce (i) designs of reports/publications, documents, and other communication materials; (ii) visual and branding designs; and (iii) other design work as required under each assignment in this Framework Agreement.. |

Duties and Responsibilities |

SCOPE OF WORK AND DELIVERABLES Objective of the assignment: The UNDP would like to enter into a Framework Agreement, with a contractor that can provide design and layout services of LOTFA products – print and electronic versions including:
EXPECTED DELIVERABLES AND PAYMENT MODALITY This Framework Agreement shall come into effect for a period of one year (maximum 100 working days) from the date of signing the agreement and will be extendable for another one year based on performance and project needs. For each assignment, UNDP shall agree in email with the contractor specific deliverables and timeline that will be binding for the contractor. UNDP will be producing several reports/publications/communications and outreach materials in 2019-2021, however, no guarantee of minimum assignments can be given in advance. The full payment will be made only after the successful completion of task, which will be reviewed and approved by Chief of UNDP Rule of Law and Human Security (ROLHS) Unit, UNDP Afghanistan. The deliverable is high quality (printing ready, where applicable), creative, engaging products, documents, reports and other communication materials under each assignment in this Framework Agreement. Institutional Arrangements: The Individual Consultant (Visual/Graphic Designer) will work under the overall supervision of the Chief of Rule of Law and Human Security Unit and under direct supervision of the LOTFA M&E Team Leader. The Consultant shall also work in close collaboration with other members of the M&E Team. This assignment does not envisage any travel and will be home-based. Duration of the Work: The duration of this Framework Agreement will be for 1 year (maximum 100 working days) from the date of signing the agreement and will be extendable for another one year based on performance and project request.
