The UNODC Global Programme for Combating Wildlife and Forest Crime (GPWLFC) aims to link existing regional efforts in a global system, enhancing capacity building and wildlife law enforcement networks at regional and sub-regional levels. In collaboration with UNODC Regional Office for Southeast Asia and the Pacific (ROSEAP) sub-programme on transnational organized crime and illicit trafficking, the GP is working for and with the wildlife law enforcement community in Asia and the Pacific to ensure that wildlife crime, illegal logging, and related crimes are treated as serious transnational organized crime.

In the regions of East and Southeast Asia, focuses have been given to the enhancement of the capacities and skills of law enforcement agencies to effectively identify and combat wildlife trafficking along the complicated border regions among China, Myanmar, Lao PDR and Thailand. This includes promoting cooperation among law enforcement agencies operating with the ASEAN-region and with Chinese relevant authorities. For instance, under the guidance of relevant enforcement agencies in China and Viet Nam, UNODC has been facilitating operational cooperation with 12 other Countries in Asia.

Against this backdrop, and with the travel restrictions and uncertainty of trade due to COVID-19, cooperation is necessarily channeled through alternative channels of communication different from the traditional face-to-face interaction. In this regard, it becomes even more important to support cooperation among law enforcement agencies through innovative, pragmatic and user-friendly online platforms.

Duties and Responsibilities

Under the direct supervision of the UNODC Regional Coordinator for Combatting Wildlife and Forest Crime, and in support to the partner Government Agencies, the incumbent will be responsible for designing and managing online events (including workshops, training courses and seminars) involving law enforcement representatives from Asia. A tentative and non-conclusive list of online events in this assignment will include:

  • Briefing workshop/s of an information-sensitive operation conducted by Countries in Asia and supported by UNODC
  • High level workshop/s on Wildlife Inter-Regional Enforcement
  • Workshop on wildlife crime investigation involving 10 Members of ASEAN, plus guests such as China
  • Training course on financial investigations related to wildlife crime
  • Training course on online wildlife trade

DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

Up to twenty (20) workdays from 1 January to 30 June 2021.

Home-based.

Note: It is understood that the consultant would not hold UNODC responsible for any unforeseen or untoward incident during the duration of the consultancy. It is recommended that the consultant secure his/her own insurance coverage during the conduct of the consultancy.

FINAL PRODUCTS

A series of online events as agreed with UNODC and Government counterparts.

PROVISION OF MONITORING AND PROGRESS CONTROLS

The consultant shall work under the overall supervision of the Regional Coordinator for Combatting Wildlife and Forest Crime for Southeast Asia and the Pacific.

Indicators to evaluate the incumbent’s performance are:

  • Quality of the documents produced;
  • Timeliness of delivery.

 

Competencies

  • Consulting with the UNODC Regional Coordinator, the relevant UNODC team and the Government counterparts to understand the objective of each specific event and advise on the feasibility of such objectives for an online event.
  • Identifying relevant platforms that the Government counterparts can utilize to ensure confidentiality of information during online events.
  • Identifying solutions to maximize engagement and interaction during online events, including by suggesting exercises, break-out rooms, etc.
  • Designing solutions to ensure easy registration and user-friendly access to the online events.

Education

First level university degree in Information and Technology, communication sciences, public relations, and/or related field. A five years of qualifying experience may be accepted in lieu of the university degree.

Experience

  • At least three years of experience in the organization of events, including online events.
  • Experience working in countries in Asia mandatory.
  • Previous experience working with UN entities and other development organizations is an asset.
  • Previous experience working with Government agencies in Asia is an asset.
  • Computer proficiency.

REVIEW TIME REQUIRED

The timeline of the assignment will be established by the Regional Coordinator in discussion with the incumbent, including periodic benchmarks where the progress of the assignment will be reviewed.  

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSAL

  • Proposal: a cover letter with a brief description of why the applicant considers him/herself the most suitable for the assignment and how he/she intends to conduct the assignment
  • Personal CV or UNDP P-11 Form, indicating past experience from similar projects specifying the relevant assignment period, as well as the email and the telephone contacts of at least three (3) professional references
  • A financial proposal including all inclusive daily fee.

CRITERIA FOR SELECTION OF THE BEST OFFER

The successful candidate will be selected through a combined scoring method – where the qualifications of the incumbent will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%.
