In collaboration with UNODC Regional Office for Southeast Asia and the Pacific (ROSEAP) sub-programme on transnational organized crime and illicit trafficking, the GP is working for and with the wildlife law enforcement community in Asia and the Pacific to ensure that wildlife crime, illegal logging, and related crimes are treated as serious transnational organized crime. In the regions of East and Southeast Asia, focuses have been given to the enhancement of the capacities and skills of law enforcement agencies to effectively identify and combat wildlife trafficking along the complicated border regions among China, Myanmar, Lao PDR and Thailand. This includes promoting cooperation among law enforcement agencies operating with the ASEAN-region and with Chinese relevant authorities. For instance, under the guidance of relevant enforcement agencies in China and Viet Nam, UNODC has been facilitating operational cooperation with 12 other Countries in Asia. Against this backdrop, and with the travel restrictions and uncertainty of trade due to COVID-19, cooperation is necessarily channeled through alternative channels of communication different from the traditional face-to-face interaction. In this regard, it becomes even more important to support cooperation among law enforcement agencies through innovative, pragmatic and user-friendly online platforms. |

Duties and Responsibilities |

Under the direct supervision of the UNODC Regional Coordinator for Combatting Wildlife and Forest Crime, and in support to the partner Government Agencies, the incumbent will be responsible for designing and managing online events (including workshops, training courses and seminars) involving law enforcement representatives from Asia. A tentative and non-conclusive list of online events in this assignment will include:
DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL Up to twenty (20) workdays from 1 January to 30 June 2021. Home-based. Note: It is understood that the consultant would not hold UNODC responsible for any unforeseen or untoward incident during the duration of the consultancy. It is recommended that the consultant secure his/her own insurance coverage during the conduct of the consultancy. FINAL PRODUCTS A series of online events as agreed with UNODC and Government counterparts. PROVISION OF MONITORING AND PROGRESS CONTROLS The consultant shall work under the overall supervision of the Regional Coordinator for Combatting Wildlife and Forest Crime for Southeast Asia and the Pacific. CRITERIA FOR SELECTION OF THE BEST OFFER The successful candidate will be selected through a combined scoring method – where the qualifications of the incumbent will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%. UNDP applies a fair and transparent selection process that will take into account the competencies/skills of the applicants as well as their financial proposals.
