General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

We are seeking to hire a full time HR & Admin Officer

Reporting to HRM, the Senior HR & Admin Officer will implement policies relating to the effective use of personnel within an organisation. Their aim is to ensure that the organisation employs the right balance of staff in terms of skills and experience, and that training and development opportunities are available to employees to enhance their performance and achieve the GOAL’s organisational aims

The Senior HR & Admin Officer performs a wide range of duties including the following:

Duties, objectives and competencies

  • Support the line manager in HR issues and provides technical advice in line with the Goal Syria HR policies & Manual;
  • Maintain the HR Department’s filing system and ensure that all personnel files are up to date and complete in coordination with HRM
  • Provide reports to the HR Manger on a regular basis to agreed format.
  • Take part in interviews management and arranging steps

Contracts

  • Ensure all staff have up to date contracts, extensions, and change of statuses in adherence to personnel policies and keep the HR manager updated on these all.
  • Ensure all staff whose contracts won’t be extended are informed at least one month prior to the end of their current contract.
  • Supervising the HR assistants and managing them regarding to the contracts, follow up with HR Manager for day to day tasks.

Leave

  • Maintain leave plan for all local staff and update monthly
  • In consultation with line managers, ensure that there is cover for staff going on leave and be aware that all were registered and submitted accordingly.
  • Keep paper and soft copies of all approved leave requests on employees personnel files.

Management

  • Line management for the subordinates he/she supervises coordinating with HR Manger.
  • Daily/timely/weekly reports to HR manger
  • Follow and comply with any other assigned tasks.

GOAL IDs:

Following the HR Assistant in Syria and HR Antakya on this issue, and confirm the GOAL staff receive their IDs on time.

Other Duties

  • Receive update from HR Manager concerning policies and HR procedures update to ensure all on same page and no discrepancies with the team.
  • Ensure HR Manager is informed about any HR issues which could impact on security or be detrimental to programme activities.
  • Any other duties as required

What are we looking for?

  • Bachelor’s degree in Business Administration, Economy specialized in HR is preferred
  • Good level spoken and written English and fluent in written and spoken Arabic
  • Demonstrated understanding of and experience with policies, protocols, and procedures of international NGO’s and donor agencies
  • Previous experience working in a HR role would be an advantage.
  • Syrian with previous working experience in Syria
  • Excellent analytical/problem-solving skills and detail orientation
  • Staff management experience and good inter-personnel skills
  • Excellent IT Skills
  • Good trained in Performance appraisal System
  • Report/proposal writing skills
  • Enthusiastic and keen to work hard to achieve the objectives of the programme
  • supervisory skills, Team building skills, Problem solving skills, basic counselling skills, and negotiations skills
