EnCompass seeks Chief of Party (COP) candidates for an anticipated four-year United States Agency for International Development (USAID) communication and knowledge management mechanism relevant to the water/WASH sector and the globalwaters.org website. This anticipated project will provide USAID’s Bureau for Resilience and Food Security (USAID/RFS) with a mechanism to support USAID and its partners to increase water security and sanitation program communication and engagement, knowledge curation and sharing, and website management.

In addition to demonstrated success in leadership, management, and technical direction, the COP should have experience and expertise in the water/WASH sector and USAID’s needs for information related to water sector programming. A background in strategic communications, knowledge management, and the use of data for decision making, data visualization, and data analytics is a plus.

The ideal candidate will be an inclusive leader who can facilitate learning and build relationships among thought leaders and practitioners in the global water sector and able to navigate change with flexibility. They will understand how to foster a culture of continuous improvement and learning and maintain high self-awareness and personal improvement skills.

This is a full-time position, based in the Washington, D.C. area or home based in the US

Position Duties and Responsibilities

The COP will lead on all technical aspects of the mechanism, providing technical guidance to and supervising staff and consultants to ensure the effective, efficient, and timely implementation of all activities, including the delivery and quality control of all required products and services, and oversight of work plans and project financial management. The COP will be the primary point of contact with USAID staff, including the Contracting Officer and Contracting Officer’s Representation (CO/COR).

Essential functions include:

  • Provide vision, direction, leadership, and management for the project.
  • Provide technical, operational, and managerial oversight to all aspects and tasks of the activity to meet exceptional standards for quality and timeliness.
  • Establish and maintain highly collaborative working relationships with the USAID/RFS Center for Water Security, Sanitation, and Hygiene, and relevant sector stakeholders; serve as the primary point of contact for USAID and as the principal liaison with USAID staff, institutions, and partners to exchange information and develop professional relationships.
  • Manage the team and ensure technical capacity of staff, providing technical assistance and backstopping when required.
  • Ensure all activities are undertaken in full compliance with EnCompass’ standard operating procedures, applicable USAID policies and regulations, and relevant national policies and laws.
  • Ensure documentation and dissemination of findings, impact, innovations, and lessons learned.
  • Engage fully as a member of the EnCompass team, including participating in all-staff meetings and other EnCompass events.
  • Ensure optimal use of human, financial, and physical resources to successfully meet contract milestones, objectives, deliverables, and targets.
  • Other relevant duties as assigned.

Position Requirements

Qualifications

  • Master’s Degree in a field closely-related to communication, knowledge management, global development, global health, business administration, or environmental sciences.
  • Minimum of ten (10) years of professional work experience in WASH or closely related field.
  • Minimum of seven (7) years of progressively increasing responsibility in international development and program management including direct supervision of professional and support staff; assembling teams of professionals to respond to complex assignments; and management of grants or contracts.
  • Minimum of 5 years of experience managing large comprehensive contracts of similar nature, size and complexity
  • Experience leading and supervising international development-focused teams required
  • Demonstrated familiarity with the water sector and the U.S. Government Global Water Strategy

Experience and Skills

  • Demonstrated experience as a senior manager or COP working on USAID-funded projects strongly preferred
  • Strong experience with knowledge management and/or communications programming, especially USAID-specific needs and preferences for knowledge dissemination and stakeholder engagement
  • Strong familiarity with USAID collaborating, learning, and adapting (CLA) principles and approaches
  • Experience managing complex relationships with a variety of stakeholders
  • Substantial experience in managing a team conducting, synthesizing, and dissemination mixed methods research of similar magnitude
  • Strong communication, supervision, and management skills required
  • Working knowledge of and experience with U.S. government-funded program management, policies, regulations, and procedures
  • Familiarity with USAID Bureau of Resilience and Food Security or the Center for Water Security, Sanitation, and Hygiene (formerly the Office of Water) strongly preferred
  • Excellent communication, both verbal and written English skills
