Summary of position:
Under the general direction of a Canada-based Officer, a Designated Immigration Officer:
• Exercises delegated authority and discretion when making decisions in accordance with legislation, regulations, policies, guidelines and procedures in approving, granting, rejecting or refusing applications for permanent or temporary resident entry to Canada.
• Conducts interviews of temporary resident / permanent resident applicants.
• Participates in promotion and recruitment activities, project teams, and working groups.
• Composes correspondence, prepares statistics, reports, briefings and presentations.
• Provides and explains policies and procedures to clients, their representatives, partners and other stakeholders in person, by telephone and in writing.
• Reports information on trends of misrepresentation or non-compliance.
• Interprets or translates interviews, documents, and other material as required.
• Supervises staff, conducts performance management and may be involved in staffing exercises.

 

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• A Bachelor’s Degree from a recognized university

Language:
• Excellent ability in oral and written English

Experience:
• A minimum of four years’ work experience in an office environment including a minimum of two years’ work experience using knowledge of regulations, legislation, or other rules or guidelines to:
o Analyse cases and make recommendations or decisions, OR;
o Understand client enquiries and provide technical or expert advice

Rated Requirements:
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Operational Requirements:
Operational Requirements (full time, 37.5 hrs / week)
• Hours of work: Mondays-Thursday: 08:00 to 16:30;
• Fridays: 08:00 to 13:30;
• Must be able and willing to work overtime, as operationally required;
• Must be able and willing to travel internationally (regionally) on a regular basis
• Please note the High Commission operates a schedule of public holidays according to a combination of Singaporean and Canadian dates, which means you will be required to work on certain Singaporean holidays.

The successful candidate must:
• Be able to work legally in Singapore at the time of application. Please note that the High Commission of Canada in Singapore does not sponsor any Employment Pass applications to the Ministry of Manpower.
• Have a valid “Reliability Status”. A security check is required prior to appointment as well as a medical examination. The required level of security clearance must be maintained throughout the employment period;

The successful candidate will initially join at the LE-08 Immigration Program Officer level. Following one year of supervised training and the successful completion of a multi-week course, the employee will be granted decision-making authority and be expected to work independently and perform the full range of duties as a Designated Immigration Officer.

Other Information:
• Please note that the Canadian Government does not reimburse any travel costs to and from interview nor does it reimburse any relocation costs.

• Benefit package includes:
a. Paid overtime;
b. Eighteen (18) days of paid vacation leave per year for fewer than 10 years of service and Twenty-Two (22) days of paid vacation leave per year for 10 or more years of service;
c. Bonus is one and a half month of base salary (prorated) payable in December;
d. Contributions to Central Provident Fund Board; and,
e. Insurance coverage for clinical, specialist, hospitalisation, dental and term life.
