Position Title: Sr. Monitoring and Evaluation Assistant

Duty Station: IOM Philippines Country Office (Manila)

Classification: General Service Staff, Grade G6**

Type of Appointment: Fixed term, one year with possibility of extension

Context:

Under the overall supervision of the Head of Programmes, Manila, direct supervision of the National Project Officer, the successful candidate will assist in monitoring and evaluation of project activities, with a special focus on the Global Compact on Safe Orderly and Regular Migration and ethical/responsible recruitment and sustainable reintegration services. Including deliverables under Implementing Partners, the incumbent will assist in the project’s compliance with M&E standards, quality assurance, and IOM and donor requirements.

Core Functions / Responsibilities:

  1. Lead the implementation of the project’s Monitoring and Evaluation framework, including the proper implementation of M&E activities as laid out in the M&E Plan of the joint Programme.

  2. Conduct regular monitoring of technical compliance and timely execution of projects vis-à-vis baselines and set targets.

  3. Manage the internal project database, ensuring that all relevant data on the implementation of the project are captured and organized for the joint programme.

  4. Periodically perform project data analysis, review project reports, and provide relevant feedback to inform the management team’s decision on areas of project delivery as well as progress in need of improvement.

  5. Contribute to the development of internal reports and donor reports by providing detailed information on project achievements and progress against set targets.

  6. Contribute to institutional reporting by generating relevant data and producing relevant reports on the joint project’s progress, challenges, lessons learned and best practices.

  7. Conduct monitoring and evaluation activities with the Implementing Partner (IP) M&E focal points to monitor technical compliance and timely execution of projects implemented by IPs vis-à-vis approved work plan and timelines.

  8. Support IP staff in the application of the standardized M&E tools and facilitate and guide their application within the project area of responsibility.

  9. Assist in the development of culturally appropriate human-interest stories.

  10. Ensure that all data collection activities are in line with IOM’s Data Protection Principles.

  11. Perform such other duties that may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Political or Social Sciences, Information Management, Statistics, Engineering, or a related field from an accredited academic institution with at least four years of relevant professional experience; or
  • Completed High School degree from an accredited academic institution, with six years of relevant professional experience.

Experience

  • Minimum four years relevant work experience in project management, monitoring and evaluation, and information management.
  • Experience in data analysis and report writing required.
  • Proven ability to consolidate and validate information from multiple sources.
  • Proven ability to work with basic presentation software, e.g. Microsoft PowerPoint and Excel, a must.
  • Background in communications (narrative writing, case story development, etc.) is an advantage.

Skills

  • In depth knowledge of Monitoring and Evaluation methodologies on a broad range of migration related subject areas dealt with by the Organization; and,
  • Working knowledge of the Global Compact of Safe Orderly and Regular Migration and the UN Migration Network.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required.
