Under the overall guidance of the head of the Terrorism Prevention Unit in ROSEN and the supervision and substantive guidance of the responsible officers in ROSEN and TPB/ISSII, the consultant will:

Expert participation and presentations in a training on border security and management to counter terrorism
Expert participation in the GCTF East and West Africa joint intersessional meeting on border security management
Expert participation and presentation in a webinar on the threats posed by terrorists acquiring weapons, explosives, chemical materials and other precursors

Provide mentoring to the Special Judicial Brigade in charge of counter terrorism, to include preparatory work, substantive support to reinforce capacity of the Brigade members
Provide expert training on the use in investigations and prosecutions of information collected on the battlefield
Further develop and rollout online training courses on investigative and special investigative techniques to counter terrorism

Payments Payments will be made upon satisfactory completion and/or submission of outputs/deliverables. All the outputs should meet the satisfaction of the TPB/Rosen Chief of Section, the TPB Section for Africa as well as the UNODC ROSEN Deputy Regional Director, according to the following criteria:
Criteria for selection Advanced degree in the fields of Law, Criminal Justice, Criminology, or related fields is required. A first level university degree in similar fields in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree :15% A minimum of ten years of professional experience in the fields of criminal justice, preferably dealing with terrorism, terrorist groups, serious organized crime or closely related areas such as money laundering corruption financing of terrorism mutual legal assistance and extradition, including at least seven years of experience as a investigator;40% Experience in working on criminal justice matters in Sahel/West and Central Africa regions; Knowledge of the UNODC mandates and activities in counter terrorism area; Strong planning and organizational skills; Strong communication skills; Experience in delivering?technical assistance activities related to criminal justice in the United Nations System organizations; 35% Fluency in French with excellent drafting skills is required; Working knowledge of English is required; Knowledge of other UN official languages is an asset; 10% CONFIDENTIALITY AND PROPRIETARY INTERESTS The Individual Consultant shall not either during the term or after termination of the assignment, disclose any proprietary or confidential information related to the consultancy service without prior written consent. Proprietary interests on all materials and documents prepared by the consultants under the assignment shall become and remain properties of UNDP.
