We are looking to appoint a Safeguarding Consultant to provide safeguarding support to QCT and to those we work with through a draw-down arrangement for which specific Statements of Work will be developed. We would expect the Safeguarding Consultant to maintain an up-to-date knowledge of current regulatory requirements in the UK, and international SEAH standards that apply to partners working in Commonwealth countries. We expect the Safeguarding Consultant to have experience, specifically with regards to the international development sector, of:
- Developing safeguarding policies, systems and processes for INGOs and grassroot organisations;
- Building safeguarding capacity and understanding; and
- Working with small grassroots organisations in the global south.
This procurement process is for the draw-down contract. The first SoW which is below in Annex 1, gives an indication of the type of work to be undertaken.
Type of contract: Draw-down contract for consultancy services, for which specific Statement of Work (SoW) will be issued.
Duration of contract: 1st February 2021 to 31st March 2022
Remuneration: Day rate range dependent on experience and expertise
Location: The consultant will work from their own premises
Annex 1
SoW 1: Technical Assistance for the development of Safeguarding Policies
Scope: This SoW relates to the provision to technical assistance to QCT to develop a simplified safeguarding policy template, and to 9 QCT grant recipients to support them in tailoring simplified Safeguarding policies, comprising:
a) Simplification of the QCT safeguarding policy template to ensure fitness-for-purpose for a small grassroots organisation.
The simplified QCT safeguarding template should be developed through adapting QCT’s current Safeguarding Policy (https://www.queenscommonwealthtrust.org/safeguarding-policy/) to ensure that it is proportionate for those we are working with. The simplified policy should be no more than 6 pages.
b) Tailored support to each of the 9 QCT grant recipients to refine their policies, or to advise the grant recipients on the development of their safeguarding policies. The organisations should be adopting the standard simplified QCT template (if they do not already have their own policy), and adapting it based on insights that the grant recipients have already identified through safeguarding support provided to date by QCT. The differing nature of each organisation’s activities may mean that they have to enhance different aspects of the standard simplified QCT safeguarding policy template.
Deliverables:
a) Simplified QCT safeguarding policy template (max length 6 pages)
b) Clear comprehensive recommendations provided to 9 grant recipients, associated support to the grant recipients to enable them to understand those recommendations, review of 9 final grant recipient developed policies.
Expected Level of Effort (LoE): 12 days.
Timeframe: To be concluded by 19th March 2021
