Background
In order to strengthen the existing emergency preparedness capacity of local and national NGOs (L/NNGOs) across the Latin America and the Caribbean (LAC) and West and Central Africa (WCA) regions, and in an effort to support improvements to their organizational and operational response capabilities, Project HOPE will deliver a learning program that will reinforce L/NNGO response to humanitarian crises and ensure meaningful engagement with the international humanitarian ecosystem.
The initiative will support eight L/NNGOs, selected from across the LAC and WCA regions. Beginning in the spring of 2021, the learning program participants will undergo an extensive period of training activities, including individual study, in-person workshops if circumstances warrant over the foreseeable future, work plan development, a mix of onsite and distance support from subject-matter experts (SMEs) and capacity transfers between participating L/NNGOs for peer-to-peer learning. The various phases of the project include:
1) Pre-workshop learning needs assessments to explore the specific gaps identified by the selected NNGOs,
2) A 5-day regional workshop (date TBC but likely May 2021),
3) Post-workshop capacity assessments leading to the development of work plans for targeted on-site interventions by appropriate subject-matter experts over an estimated period of 10-12 months.
Purpose
The Regional Manager for Francophone Africa (RMFA) will support the capacity strengthening of participating L/NNGOs by overseeing SME engagements with assigned organizations from across the WCA region. With assistance from the Program Director, s/he will bear primary responsibility for ensuring the support being provided by the SMEs is in accordance with the needs identified by the L/NN|GOs. The RMFA will also be responsible for ensuring the SMEs are well equipped with the necessary tools to meet their objectives.
The RMFA is a key position within the project management team.
PRINCIPAL RESPONSIBILITIES:
· Serve as a point of contact for participating L/NNGOs from Francophone Africa
· Oversee Subject Matter Expert (SME) engagements with their assigned L/NNGOs
· Serve as co-facilitator for the French-language Africa regional workshop together with other identified co-facilitators
· Contribute to SME orientation sessions, together with other members of the project management team
· Together with the SMEs and the project M&E Advisor, oversee the compilation of individual L/NNGO work plans for furthering capacity in the specific areas of need identified in organizational capacity assessments
· Along with the SMEs, provide oversight to ensure the L/NNGOs are fulfilling their obligations in the agreed-upon work plans
· Organize and, along with relevant SMEs, participate in distance learning exchanges and provide further training and support when and as needed
· As requested by the Program Director, provide input into project documents such as reports and budgets in reference to the above activities
· Provide assistance with compilation of information for donor reporting purposes
MINIMUM QUALIFICATIONS:
· 5-10 years experience implementing and/or managing humanitarian programming during emergency response
· Demonstrated experience managing complex multi-stakeholder projects and relationships
· Experience evaluating operational and organizational response capacity in the emergency NGO context (including but not limited to review of protocols and procedures given the size/scope of organizations and their respective operating environments)
· Knowledge of adult learning principles and experience with workshop facilitation
· Experience providing training for national NGO staff working in complex operating environments and added bonus
· An understanding of the psychological effects of working in a hostile environment and how appropriate mitigation can be included into training packages
· A comprehensive understanding of the Humanitarian Principles and their practical application in humanitarian response programming
· Direct experience with humanitarian coordination system or working with NGO consortia is desirable.
· Superior organization and presentation skills
· Ability to work from a distance and multi-task effectively
· Mastery of the various communication and distance learning platforms
· Ability to communicate effectively (written and spoken) in both English and French. Candidates who also have fluency in Spanish are strongly encouraged to apply.
