Location Details: Office based, flexibility for home-based work depending on COVID19 restrictions may apply.

Duration: 6 months -132 Working days

Context and Purpose of the Consultancy:

UNICEF has an extensive global health presence and strong partnerships with governments and non-governmental organizations at national and community levels. We work to bring practical solutions to the women and children at greatest risk to ensure their survival and health.

The COVID-19 pandemic has resulted in an urgent need for resourced laboratory systems to support accurate and timely case detection, support surveillance and guide disease control efforts worldwide. After the emergence and global circulation of SARS-CoV-2, countries were faced with the challenge of rapidly building and scaling national laboratory systems for COVID-19 diagnostic and surveillance purposes. These efforts are particularly challenging in low- and middle-income settings, where both resources and global supply have not kept pace with demand.

Aiming to remove disparities in access to COVID -19 laboratory diagnostics, equipment, supplies and other consumables required for sample collection, testing and transport, UNICEF joins forces with international partners to bring and scale up COVID-19 testing in low- and middle-income countries as well as build capacity of national and research laboratories.

In view of the above, UNICEF is seeking for a Project Procurement Assistant to support supply operations for CDC-UNICEF project “COVID-19 Laboratory Equipment, Supply and Reagent Procurement”.

Key Tasks:
1. To create Cost Estimates for COVID-19 laboratory diagnostics, equipment, supplies and other consumables required for sample collection, testing and transport.
2. To ensure timely supply of COVID -19 laboratory diagnostics, equipment, supplies and other consumables required for sample collection, testing and transport to the countries supported through the CDC/UNICEF project.
3. To assist in monitoring procurement process, maintain and provide data for internal and external reports related to supply of COVID-19 diagnostics.
4. To assist in a solicitation for non-standard COVID-19 items required for the project.
5. Other tasks as may be required by the Contracts Manager and Project Coordinator.

Deliverables:
1. Cost Estimates for COVID-19 supplies are prepared and issued weekly, accurately and according to established procedures.
2. Fund releases for issued Cost Estimates monitored and sales orders raised within 2 working days.
3. Purchase Orders for COVID-19 supplies are prepared accurately and placed with suppliers according to established procedures on a daily basis.
4. Purchase Order are followed up and expedited on a daily basis to ensure the timely and safe delivery of the items in the country offices.
5. Files in SharePoint updated regularly and accurately.
6. Solicitation documents are drafted and disseminated as guided by supervisor. Preliminary review of bids completed and formalized; assistance in commercial evaluation of bids provided.

Requirements

Academic: At least a high school degree.

Professional Experience: At least 5 years work experience with minimum 2 years in procurement and supply. Knowledge of SAP Vision is an asset.

 Other Skills and Qualifications:

  • Ability to work in a multicultural environment
  • Able to work independently
  • Computer skills, including internet navigation and various office applications

Language Requirements: Fluency in English is required. Additional UN languages will be considered an asset.
