Background

The UN-PRAC Project is a joint UN Office on Drugs and Crime (UNODC) and UN Development Programme (UNDP) initiative, funded by the Australian Government and the New Zealand Aid Programme, aimed to support Pacific Island countries (PICs) to strengthen their national integrity systems. 

The Project is firmly anchored in the United Nations Convention against Corruption (UNCAC) as the only international legally binding framework on how to prevent and fight corruption, and the 2030 Agenda for Sustainable Development, notably Sustainable Development Goal (SDG) 16 which calls for stronger action on anti-corruption, transparency and accountability.

Duties and Responsibilities

Scope of work

 

Under the guidance and direct supervision of both the UNODC Regional Anti-Corruption Adviser – Pacific and the UNDP Anti-Corruption Adviser (Pacific), the consultant will provide technical, administrative and operational and programmatic support to the implementation of the activities envisaged with the integrated workplan of UN-PRAC.

 

The consultant for administrative, operational and programmatic support will work in close coordination with UNDP and UNODC in support to planning, organization and delivery of events, support to project’s monitoring and evaluation work and support for implementation of activities in the areas of civil society, academia, private and public sector cooperation and other governance lines

 

Responsibilities

 

  • Administration and implementation of Project’s events and webinars;

  • Facilitation of knowledge building and knowledge sharing; support to project’s monitoring and evaluation work

  • Assistance to the UN-PRAC Team in the implementation and management of the team initiatives, with as specific focus on cooperation with civil society, academia, private and public sector, as well as other governance service lines.

  • Assist Project Management with planning, formulating, tracking of the Project events and webinars (in-person and virtually) including for agendas, participant lists, liaising with vendors for venues/ catering, attendance, set-up of the room, liaising with vendors, handouts/ evaluation forms);
  • Support post-training requirements (e.g. vendor payments, consolidation of evaluation comments, final list of participants, BTORs incl. next steps);
  • Ensure full compliance of the Project with UNDP and UNODC rules and regulations on planning Project events and webinars, including liaising with resource people;
  • Drafts minutes, reports, correspondence, invitations; follow-up on invitations; maintain contact lists and distribution lists;
  • Maintain an activity-based expenditure table to monitor expenditure of Project events and webinars;
  • Advice to Project staff on UNDP and UNODC administrative and reporting;
  • Backstopping other Project Assistant as necessary.
  • Perform other related duties.

Assistance to the UN-PRAC Team in the implementation and management of the team initiatives, with  specific focus on cooperation with civil society, academia, private and public sector, as well as other governance service lines

 

  • Provide support in the delivery of capacity development and training activities to governments, regional organizations, civil society organizations and other development partners;
  • Assist in the collection, and presentation of information for project, work plans, budgets, proposals on implementation arrangements, MOUs, and submission to the Contracts, Assets and Procurement (CAP) Committee, etc;
  • Assist in the administrative and financial monitoring of project, monthly financial analysis,
  • Assist in the monitoring and evaluation; follow up on project performance indicators/ success criteria, targets and milestones, preparation/review/ comments of/on reports; collect data for monitoring purposes; prepares tables and reports;

 

  • Assist in the preparation of Unit workplans, preparation of periodic project reports and results reporting.

Institutional Arrangement

 

  • The Consultant will report to the UNODC Regional Anti-Corruption Adviser – Pacific and the UNDP Anti-Corruption Adviser (Pacific).

  • The consultant should use own computer and ensure access to internet for frequent communication and consultations.

 

Duration of the Work

 

  • The envisaged timeframe of the consultancy is estimated from 11 January to 25 June 2021, with a total of up to 110 consultancy days in this period of time.

     

  • Duty Station

 

The duty station of this position is Fiji, Suva, level 7 of Kadavu House, UNDP Pacific Office.

Required Skills and Experience

Education:

Completion of Secondary Education. University Degree in Business or Public Administration, Economics, Political or Social Sciences is desirable.

Experience:

At least 3 years of relevant programme /administrative experience is required at the national or international level.

 

Experience in cooperation with civil society, academia, private and public sector, as well as other governance service lines.

 

Experience in organization and administrative and logistical support to events.

 

Experience in the usage of computers and office software packages.

 

Administrative/programme support experience with the UN system is an asset. 

 

Language Requirements:

Fluency in the English language.

 

Price Proposal and Schedule of Payments

 

The bidders must send a financial proposal based on Daily Fee.

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.  

 

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

 

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology:

 

Cumulative analysis

  • The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

 

 

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria A: Relevance of education: Max 5 points

  • Criteria B: At least 3 years of relevant programme /administrative experience: Max 35 points

  • Criteria C:  Experience in organization and administrative and logistical support to events:  Max 10 points

  • Criteria D: Experience in cooperation with civil society, academia, private and public sector, as well as other governance service lines. Max 15

  • Criteria E: Administrative/programme support experience with the UN system is an asset.Max 5

 

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.

  • Personal CV, indicating all past experience from similar assignments/projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

  • Financial proposal, as per template provided in Annex II. Note: National consultants must quote prices in United States Dollars (USD).

 

Note: Successful individual will be required to provide proof of medical insurance coverage before commencement of contract for the duration of the assignment.

 

Incomplete and joint proposals may not be considered. Consultants with whom there is further interest will be contacted. The successful consultant shall opt to sign an Individual Contract or a Reimbursable Loan Agreement (RLA) through its company/employer with UNDP.
