Main purpose of job:
Support UK priorities by providing Policy, Management and Consular support as required. Contribute to policy development and advise the Governor on emerging issues. Take the lead on particular policy areas and represent the Governor’s Office and FCDO in external meetings.
Roles and responsibilities / what will the jobholder be expected to achieve?:
Take responsibility for shaping policy and providing advice to the Governor and Cayman Islands Government senior officials on Judicial Affairs. Liaise directly with the Chief Justice for the Cayman Islands, Senior Magistrates, Judges, Commissions Secretariat and Judicial and Legal Services Commission.
Lead on legal issues within Governor’s Office, liaising direct with Attorney General, Director of Public Prosecutions, lawyers and other stakeholders on disputes, procedures and policies.
Liaise with Commissions Secretariat to ensure appointments to all Cayman Constitutional Commissions are made in accordance with the Constitution and that the Commissions are functioning and effective at all times.
Draft correspondence and reports and prepare responses on behalf of the Governor to letters from members of the public and other officials. Monitor developments in key policy areas.
Programme manage post Global Britain Enabling Fund to ensure projects deliver maximum impact and value for money and link to the Business Plan
Corporate Services Manager – forecast, manage and report against the Governor’s Office overall budget in accordance with corporate policies to ensure on-budget expenditure and value for money. Develop close working relationship with Finance Hub in Washington DC. Work closely with HR Hub in Washington DC on staffing matters, including policies and practices related to employment terms, pay and benefits, performance management, recruitment and ensuring compliance with local employment legislation. Ensure robust audit controls are in place and adhered to. Lead on the management and maintenance of 3 residential properties and office facilities.
Act as Post Information Manager and lead on Freedom of Information requests and Data Protection.
Play an active role in disaster preparedness and act as the Governor’s Office representative on the Airport Evacuation Committee
Provide consular-type and immigration assistance to non-Caymanian residents and visitors. Liaise with relevant Cayman Islands Government authorities to enable local or self-help solutions whenever possible
Essential on arrival:
– Experience in Business Administration or Corporate Services
– Excellent organisational skills and keen attention to detail
– Strong interpersonal, written and communication skills in English
– Ability to work independently in a fast paced environment
– Customer Service skills
– Problem solving, analytical skills and ability to understand complex information
– Proficient with Microsoft Office applications
Desirable:
– Previous professional knowledge or work experience in Legal Administration
– Previous experience working for Government
– Understanding of UK Government policy on, and relationship with, the British Overseas Territories
– Financial and budget monitoring experience
– UK Security clearance
– Experience in information management or data protection
