Director of operations and finance | Lebanon | 2021

Chemonics seeks a director of operations and finance for the anticipated USAID-funded Water, Sanitation and Conservation (WSC) Project in Lebanon. The goal of this project is to enhance conservation and protection of Lebanon’s water resources through improvements to public water and wastewater infrastructure, improved efficiency of water and wastewater management, and conservation of water resources. This position will be based in Beirut, Lebanon. Working under the direction of the chief of party (COP), the director of operations and finance will be responsible for the project’s financial management, grants management, HR, procurement, administration, and operational support while ensuring compliance with USAID, local laws, and Chemonics policies and procedures. This position is contingent upon contract award. We are looking for individuals with a passion for making a difference in the lives of people around the world. 

Responsibilities include:  

  • Oversee the payment and reconciliation of subcontractor and consultant invoices and expense reports 
  • Supervising local employee payroll 
  • Oversee the financial management of the project 
  • Produce regular and ad-hoc financial reporting statements for USAID  
  • Maintain the project’s financial and administrative records 
  • Develop and continuously improve financial operations for internal and external customer satisfaction 
  • Local procurement of goods and services 
  • Compliance with USAID’s and Chemonics’ procurement, hiring and employment practices, reporting and record keeping 
  • Operational support of all teams supporting the project 
  • Liaison and regular coordination with the home office project management unit
  • Compiling and reporting local expenses 

Qualifications:  

  • University degree in Business Administration, Accounting, Finance, or similar field is required 
  • Certified public or chartered accounting qualification preferred 
  • Minimum of ten (10) years of experience in financial management and administration and program operational support; grants management experience highly desirable 
  • Minimum of five (5) years’ experience in a senior supervisory role related to accounting, payroll, procurement, and operations and logistical support services in Lebanon or similar context 
  • Work experience providing compliance and financial oversight for USAID-funded projects of similar complexity 
  • Excellent organizational and supervisory skills and ability to work effectively in a fast-paced, stressful environment 
  • Detail oriented, and ability to prioritize tasks and support program implementation while ensuring adherence to required policies and protocols 
  • Native proficiency in Arabic is required, and proficiency in English is required
