As the Business Development Manager, you will contribute across the business development (BD) lifecycle managing and coordinating teams, processes, and systems to meet annual revenue and partnership targets. You will drive coordination across teams: product, engineering, operations, data and analytics, compliance, finance, and the entire C-suite at Hala. You will ensure adherence to all BD processes, procedures, and timelines to deliver high-quality, strategically aligned submissions that are technically and financially sound.

This position is based in Lisbon, Portugal in Hala’s offices, when/if the pandemic allows. The salary range is 55,000-66,000€. Applications will be accepted until January 15, 2021.

What you’ll do:

This role actively assists the BD Director with the management and execution of the BD pipeline toward the acquisition of new European and UK donor-funded projects.

Proposal/Concept Note Development

  • Support the development of new business opportunities in relevant sectors and client markets (UKFCDO, EU, and other European government donors).

  • Support and coordinate the day-to-day activities of Hala’s proposal teams, managing multiple, simultaneous new business efforts at different stages of the bid lifecycle.

  • Manage the preparation of both technical and financial proposals ensuring adherence to all BD processes, procedures, and timelines.

  • Plan, guide, and oversee the work of proposal teams — writers, technical contributors, the BD coordinator — to ensure timely and high-quality proposals.

  • Develop and track deadlines and timelines and elevate potential problems to the BD director.

  • Facilitate and manage design and review sessions with proposal teams, Hala Directors, and the C-suite.

  • Write sections of technical proposals, as required.

  • Prepare initial budgets for proposed projects in coordination with product, engineering, operations, and data and analytics teams, among others.

  • Manage coordination and submission of all final proposal documents.

  • Provide mentoring to junior staff.

Information Gathering

  • Support the identification of new business opportunities in relevant sectors and client markets (UK, EU, and other European donors).

  • Actively scan bid sites and relevant tender/partner networks to identify new pipeline opportunities.

  • Evaluate new opportunities and contribute to go/no-go decision making based on various criteria including alignment with core competencies.

  • Undertake robust new market/context research and reconnaissance to qualify the pipeline, and inform the development of high-quality expressions of interests and proposal efforts.

Partnership Development

  • Research and map partners – local and international – liaising as needed with program teams.

  • Develop and execute partnership outreach plans serving as the point-of-contact for select, assigned pursuits.

  • Develop relevant, high-quality content and presentations to inform partner outreach efforts.

  • Facilitate the development of strategic partnerships with priority organizations (local, INGO, etc.) in accordance with pipeline priorities

  • Manage Hala’s CRM platform and facilities periodic reviews with Hala’s Leadership.

Other

  • Provide other support including conducting research, contributing to strategy sessions/summits, and developing communications content including for the website and social media sites, as requested.

What you have:

  • Several years of successful business development experience within the international development industry

  • Experience coordinating and managing new business development pursuits from major European government donors and the UK Foreign, Commonwealth & Development Office

  • Experience managing across the entire business development cycle from capture to award

  • Bachelor’s degree in international affairs/development or related field

  • Experience leading donor partner engagements

  • Experience developing, forging, and managing partnerships with local and international partners

  • Professional fluency in written and spoken English

  • Ability to work under pressure with tight deadlines

  • Excellent communication skills both written and verbal

  • Excellent organisational skills
