General Background
UNHCR undertakes procurement and delivery of approximately $1bn goods and services annually. Currently, shipment tracking is undertaken manually, based on the Excel sheets and/or accessing the online tracking tools of contracted freight forwarders.

The main logistics services comprise the following:
• International Freight Forwarding services for air, sea and land transport.
• Local/domestic transport mainly by road or air.
• Full and partial air charter (quick response/speed in emergencies) for cargo and passengers (refugee repatriation).
• Export/Import customs clearance.
• Warehousing and other value-added logistics services.
The implementation of an automated Shipment Tracking System is aimed at providing a professional, cost-effective tool to enable global/local delivery solutions which will lead to reduction of costs and ensure timely delivery of goods.
The Shipment Tracking System Project is in the initiation phase, and UNHCR/Supply Management Service is looking for a Business Analyst specialized in shipment tracking to lead the process and assist in the implementation of Oracle Transport Management (OTM) Cloud as the solution for the Shipment Tracking.

Purpose and Scope

In order to address the issues related to Shipment Tracking in UNHCR, the Supply Management Service (SMS) / Division of Emergency, Security and Supply (DESS) will start with the basics, by reviewing the current processes relevant to Transport Management and identifying pain points and opportunities. The project will then focus on processes specific to shipment tracking which will be adjusted based on the solution that will be adopted. DESS will look for the appropriate SaaS application with all the required functionalities that will fit well in UNHCR’s system landscape before and after the implementation of the new ERP System to be implemented by the Finance (FM), Contributions (CM) and Supply Chain Management (SCM) projects. The intention is to implement it as “out of the box” as possible to leverage its built-in best practices and technological innovations to the maximum. It is expected that the shipment tracking process and other processes relevant to Transport Management will be further reviewed and refined as part of the FM, CM, SCM project. Appropriate change management plans will be established in accordance with the approach that will be established by the Business Transformation Programme.

Duties and responsibilities
The incumbent will lead the project on behalf of SMS including transport management data analysis and its assessment as a basis for sound decision-making on business process reengineering in consideration of best practices and features of the OTM system and document the most appropriate configuration of OTM for UNHCR related to the Shipment Tracking.

This position is located within SMS in Budapest, Hungary. The position requires close collaboration within the Delivery Management Unit, the Divisional Business Coordinator, SMS, DESS, the Shipment Tracking Project Manager as well as colleagues in the Supply Logistics Section and SMS. The position will also engage with counterparts in the field and stakeholders across many of UNHCR’s Divisions. Noting that the Shipment Tracking System will be implemented in close coordination with the broader Finance, Contributions, and Supply Chain Management Project, the position will also be expected to assist SMS in its engagement with that project.

• Under the Senior Supply Officer of the Delivery and Management Unit, analyze and document the current processes around shipment tracking in UNHCR and identify the pain points and opportunities.
• Refine the high-level business requirements and include details necessary to build a business case and a detailed plan for implementing OTM as the solution for the Shipment Tracking.
• Develop the blueprint for implementing OTM and integrating it to the current ERP (PeopleSoft) and later integration with the new ERP.
• Lead the analysis of integrating to systems of relevant logistics vendors and freight forwarders to allow online tracking of shipments, event notifications and other automations.
• Under the guidance of the Senior Logistics Associate and in close collaboration with the Senior Supply Chain Planning Advisor and other stakeholders, develop a set of KPIs that can be systematically measured and monitored using the to be implemented Shipment Tracking System.
• In close collaboration with the Senior Compliance Manager (Supply Chain) guide the review and support the development of UNHCR policies to adopt shipment tracking best practices offered by OTM and in creating the appropriate operational guidelines and procedures.
• Formulate recommendations for change management and in developing training materials and training programs for UNHCR SMS focal points.
• Design and develop capacity building activities and roll-out with other key stakeholders.
• Engage on all relevant issues related to the end-to-end SCM process, with the project implementing the new Software-as-a-Service ERP.

Essential minimum qualifications and professional experience required
The ideal candidate will have:
• University degree in Computer Science, Information Technology, Business Administration, Supply Chain or a related field.
• Proven business analysis and technical writing skills and ability to articulate complex business requirements
• Strong familiarity with SaaS applications for shipment tracking
• Excellent communication, presentation, facilitation and interpersonal skills.
• Excellent written and spoken English
• At least 6 years relevant work experience with Undergraduate degree or 5 years relevant work experience with Graduate degree or 4 years relevant experience with Doctorate degree, preferably in the delivery and transport management or related sector

• Experience in working on projects with process re-engineering and business transformation preferably alongside system implementation
• Sound experience in senior stakeholder management Key Competencies
• Experience in working for UN organizations / International organizations / NGOs / Public Sector.
• Experience with implement Oracle Transport Management Cloud
• Extensive experience in Transport Management system implementation projects
• Experience in using Microsoft Project Online
• Relevant Oracle Cloud certifications
• Knowledge of UNHCR’s other working languages (French, Spanish).

The successful candidate will be based in Budapest, Hungary.
