Rural Development Expert (m/f/x) – Mozambique

Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation. The agency also implements actions for other national and international donors. With its partners in Belgium and abroad Enabel offers solutions addressing pressing global challenges: Climate Change, Urbanisation, Human Mobility, Peace and Security, Economic and Social Inequality, and Global Citizenship. With 1,500 staff, Enabel manages about 150 projects in twenty countries, in Belgium, Africa and the Middle East.

Background

Over the past decade, Enabel has implemented development programmes in Mozambique, particularly – but not only – in the energy and water sectors. In recent years Enabel’s expertise has increasingly focused on the links between the energy, water and food security sector (agriculture). The partnership with the Mozambican institutions is, among others, characterized by Enabel’s flexibility and ability to respond to the country’s major challenges with innovative solutions (including digitization).

In 2020, a 10M€ envelope from the Belgian bilateral cooperation has been secured to add an extra specific component to an existing project called Renewable energy for rural development phase 2 (RERD2) in Mozambique. This envelope complements existing investments and capacity building activities in support of the FUNAE (Fundo de Energia), the National Energy Fund and will focus on renewable energy and productive water for irrigation purposes in the provinces of Manica and Zambezia.

The overall objective of the RERD2 project is to contribute to rural economic and social development by increased sustainable access to energy.

The specific objective of the RERD2 project is to increase access to energy in rural areas by investments in renewable energy systems and support mechanisms to ensure sustainability.

Job description

Joining Enabel as a Rural Development Expert, you will be reporting to the Intervention Manager of the RERD2 project. You will be supported by, as well as supervising, 2 National Technical Experts based in the provinces. You will establish partnerships and build local capacities aiming at the uptake of solar powered irrigation systems and sustainable farming systems by farmers in the province of Zambezia and Manica.

Responsibilities

  • You contribute to the implementation of the project by taking part in the planning, execution, coordination, and monitoring and evaluation of activities;

  • You advise on the basis of your technical expertise, in order to achieve performance in accordance with national and international norms and standards;

  • You organise knowledge building and knowledge management in order to create an inclusive, informed climate of trust within the project;

  • You contribute to capacity development of partner organisations.

  • You act as deputy in the event of absence of the RERD2 Intervention Manager.

Your profile

Required qualifications

· Master’s degree in Rural Development, Agriculture Engineering, Agronomy or similar.

Required experience **

· At least 5 years of relevant experience in Rural Development, capacity building and change management;

· An international experience (i.e. in the international development sector and outside your country of origin) is an asset.

Required skills and knowledge

· Good knowledge of sustainable agriculture (agro-ecology, conservation agriculture, ..) and irrigation systems in agriculture (e.g. solar powered irrigation systems);

· Knowledge of private sector development and gender will be an asset;

· Knowledge of financial instruments and mechanisms in the rural sector will be an asset;

· Proven ability to network and develop partnerships across a range of stakeholders and track record of managing complex multi-stakeholder strategies and plans ;

· Good knowledge of aspects of international development (context, challenges, application, partners, functioning…);

· Ability to implement a change process;

· Knowledge management and knowledge building;

· Results-based management;

· Ability to use new technologies in the area of expertise;

· Fluency in spoken and written English. Considering the working language of Mozambique, a good knowledge of Portuguese is required.

We offer you

· A varied job in an international environment.

· A contract of 48 months. You are based in Maputo with frequent travels to the provinces in order to give guidance and support.

· A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 6), and Enabel expat benefits such as a remoteness, assignment and hardship allowance, (capped) coverage of housing expenses, a moving compensation, an installation compensation, (capped) coverage of school expenses for children accompanying, an insurance package for the whole family, including repatriation insurance, and an annual round-trip flight ticket for each family member.

· In case of expatriation without the (dependent) members of the family, up to six additional round-trip flight tickets to the country of origin or another destination (capped in accordance with Enabel rules).

The various amounts vary in function of relevant recognised experience for the function, family composition and the fiscal situation.
