Objectives

· Ensure that protection mainstreaming standards are respected across all sites focusing on the camp layout, facilities and in the delivery of services through regular site risks spot checks and safety audits

· Ensure that site residents are regularly consulted on safety and protection issues in each site and that their consultation informed the prioritization of MCCCM activities

· Ensure to map services in each site, keep up to date information on criteria to access services to establish effective referral pathways and identify gaps in services

· Ensure timely information of services to at-risk individuals, safely refer at-risks or survivors to competent services and follow up on protection referrals

· Work closely with the governance team in the establishment/support of community governance structures and provide key protection trainings **

· Work closely with the Information Management Team to ensure inclusive, accessible and safe accountability mechanisms in each site

· Report on all protection activities to the MCCCM Team Leader and the Protection TC. **

Key Responsibilities

§ Identification and monitoring of protection risks and concerns in each site/settlements

a. Participate in regular site risks spot check in the targeted sites focusing in identifying key protection risks and safety issues in the camp layout and design of main facilities (shelters, WASH, roads, site layout, etc.)

b. Ensure to provide recommendations to site maintenance team for mitigating risks identified

c. Monitor protection mainstreaming requirements in the services delivered (e.g. distributions) and accessibility challenges to access the available services for vulnerable groups/individuals (e.g. distribution area, community centres, health centres, schools, market areas)

d. Through the supervision of the Protection Technical Coordinator and the CCCM Team Leader, conduct regular safety audit following SOPs and guiding principles

e. As part of the safety audits, organize and conduct the protection-oriented Focus Group Discussions with site residents especially vulnerable groups in all sites/settlements of intervention

f. Where possible, track protection incidents and main GBV, CP, HLP trends identified

§ Service mapping and protection referral pathways

a. Gather information from services and agencies to develop service mapping in the different sites/settlements

b. Support in the identification of service gaps especially for responding to protection cases and immediate needs of at-risks individuals (i.e. health, shelter, case management)

c. Support in the establishment and/or reinforcement of efficient referral mechanisms in the different sites/settlements – in coordination with the Protection TC

d. Ensure that referral pathways are communicated and explained to all intervening partners and site-level governance structures

§ Referrals of protection cases and identification of vulnerable individuals

a. In full coordination with the Protection TC, ensure timely and safe referrals of vulnerable or at-risk individuals identified and in respect of their informed consent to protection agencies and/or relevant and competent services providers as per the referral pathways

b. Track all referrals of protection cases or at-risks individuals following SOPs and guiding principles of confidentiality and data protection

c. Follow up on all referrals with service providers to ensure assistance was provided

d. Ensure that individuals with special needs are identified during registration and through door-to-door visit and receive target information on and support to access available services

§ Support to the Complaint and Feedback mechanisms

a. In cooperation with the CFM Officer, ensure communication of CFM channels to site residents especially more vulnerable groups

b. Support in raising awareness to site residents on code of conduct of humanitarian workers and ensure that channels to report SEA are displayed in key locations in each site

c. Liaise and support the CFM Officer to provide protection services information and respond to protection cases reported through the CFM

§ Support to Governance and capacity building

a. Support, where relevant, in the establishment of site-level governance structure and ensure the representation in the governance structures of vulnerable and marginalized communities (i.e. women, youth…);

b. Facilitate as requested by the MCCCM PM and in liaison with the Protection Technical Coordinator training for stakeholders and site-level governance structures on protection related topics (e.g. general protection concepts, protection mainstreaming, guiding principles for referrals, accessibility, community participation and engagement)

c. Support where possible the establishment of community-based protection solutions with the relevant community governance structures and committees

d. Facilitate in liaison with the Protection Technical Coordinator trainings for ACTED CM staff on basic protection (GBV, CP, Referrals, protection mainstreaming principles, PSEA)

§ Coordination and reporting

a. Liaise with intervening partners and service providers in each site/settlements and in the surroundings to keep up to date service mapping, referral pathways and exchange of information

b. Attend site coordination meetings or where relevant protection technical site meetings as requested by the Team Leader;

c. Prepare timely weekly reports to the Team Leader, the Project Manager and Protection Technical Coordinator on protection activities implemented and/or monitored;

Qualifications:

Essential:

o University degree with a major in social science, law, education or psychology or related field.

o At least two-years’ experience working in an international/local NGO or for an international institution (e.g. agencies);

o At least 1-year experience working in the field of protection with an international/local NGO (GBV, CP, General Protection programming);

o Good understanding of protection issues in the context of NWS

o Good understanding of protection mainstreaming standards in non-protection sectors

o Proficient skills with the Microsoft Office Suite (i.e. particularly in PowerPoint, Word and Excel);

o Excellent level of Arabic (i.e. spoken and written);

o Interpersonal skills: patience, details oriented, empathy, tactful, work well under pressure

o Ability to maintain confidentiality, ethics and respect for IDPs at all times

o Strong communication skills with ability to communicate effectively with diverse age and gender groups

Preferred:

o Very good level of English (i.e. spoken and written);

  • Experience working in a mobile response covering multiple sites is a strong asset

o Knowledge/or experience conducting rapid needs assessment and safety audits are desirable

o Previous experience in conducting training on protection related topics and monitoring protection issues

Key Performance Indicators

  • # of weekly Protection report submitted on time (i.e. each Thursday);
  • % of sites where protection risks assessment has been conducted
  • # of training(s) on protection conducted to stakeholders and community structures
  • # of protection cases effectively and safely referred;
  • % of sites where safety audits have been conducted
